最近十年間,學術研究領域和國際企業對於客戶-供應商關係有加強重視的趨勢。許多研究探討影響外包本身的彈性和價值創造作用的因素,例如:策略、經濟、技術和人等等。但是,這些研究者通常對於企業的市場分析或外包程序上產品和管理的分析多是分開探討,而無將其連結起來。只有少數的研究者努力於發展一個實際可實施的外包架構,此種架構需要做廣泛的驗證。

現有的供應商協議,將其所必須執行的工作條列集合在一起,雖然多方產學對於供應商協議紛紛提出標準,但除了提出應該有的步驟與產出外,並沒有一個完整的整體概念方法論來作系統性的思考,也沒有依照產品特性分層次來解決問題,常常將問題複雜化了。本研究對於現今國際、民間企業及政府三方面的採購現況,以國際標準整理而出的評估準則做缺口分析,提出一個搭配更好組織形式的供應商協議業務模型,以更靈活的方式來面對現今企業沒有一個結合理論與實務的外包架構,並輔以「抗嚴重急性呼吸道症候群(SARS)動態分合專案」個案做為驗證。

本研究期望以此造模過程達到三項目的:
(1) 建置供應商協議業務模型,並以個案實證為可行的。
(2) 供應商協議業務模型可減少傳統供應商協議所會遭遇到的問題。
(3) 以不斷回饋修正過程使得智慧型事物細胞模型整體架構之運作更加完善。
Over the last decade, there has been an increasing emphasis on buyer-supplier relationships in the academic community and in international business. There were many researches have investigated the effects of outsourcing on in-house flexibility and value creation, such as strategic, economic, technological and human factors. However, they usually apply either an industrial marketing perspective or a production and operations management perspective on the outsourcing process, without holistically linking the two perspectives. Only few researchers endeavor to develop a practical framework at the outsourcing environment, and this framework must be comprehensive validated.

The traditional supplier agreement usually lists and aggregates the working processes, which must be executed. There were many standards proposed by industrial and academic circles. However, except for the steps and outputs, these standards didn’t have the complete and integral conceptual methodology to execute the systematical thinking. They also didn’t solve the problems according to the characters of products, which usually make the problems more complicated. This research executes the gap analysis of international standards’ evaluating criteria based on the international, industry and government environment. Then, we propose a more fitting organizational supplier agreement business model to deal with the present business outsourcing framework more flexibly. Besides, we validate this model by a case namely “Anti-SARS dynamic divide and assemble project”.

This research hopes to achieve three goals:
1.Constructing the supplier agreement business model and validating it by the case.
2.The proposed supplier agreement business model can reduce and solve the traditional problems in supplier agreement process.
3.Making the whole framework of intelligent business cell model getting perfect based on sustained revised process.
