摘要
在一個競爭市場的環境下，電力工業的自由化及輸電系統的開放，使得如何以較公平方式來分配輸電服務成本的研究顯得更為重要。本研究能解決過去虛功率電力難以解離的困境。研究中提出一由標稱π線路導出的新輸電線等效模型以供虛功率解離。同時引用圖形理論與比例分配法來做電力潮流的追蹤、並藉以決定各輸電線與負載上之發電機實功率貢獻量以及各發電機與輸電線對負載虛功率之貢獻量。
本研究中首先執行電力潮流並求出輸電線的實功率及複數功率，接著以圖形理論和比例分配法原理求出貢獻及萃取因子來追蹤及解離複功率潮流，其中並考慮到輸電線的損失，為了追蹤計算對流輸電線的虛功率，本文提出一個新的輸電線型模式，最後再以百萬伏安公里法來計算代輸成本。
本研究以一個有用的例子來做說明，並做模擬示範如何使用所提的方法。因為考慮到複數功率，使得由本文的方法所求出的數據結果較只考慮實功率的情形更為合理。

Abstract
In a competitive market environment, deregulation of the electricity industry and transmission open access make it even more important to fairly allocate the cost of transmission service. The proposed method can deal with the problem of reactive power decomposition which cannot easily be resolved previously. An equivalent line model derived from the nominal-πcircuit for reactive power decomposition is presented. Graph theory and proportional sharing principle are
employed to trace power flow, which is then employed to determine the real power contribution of generators to lines and loads and the reactive power contribution of generators and lines to loads.
First, this research performs a power flow and determines both real power and complex power of transmission lines. Next, this research conducts a power tracing and determines the contribution and extraction factors using the graph theory and proportional sharing principle. Power loss of the transmission lines is considered in the proposed method . To take into account the reactive power tracing of convection lines, a new line model is proposed. Finally, the power wheeling cost is calculated by the MVA-KM method.
An useful example system is taken for illustrating and demonstrating application of the proposed method. Because complex power rather than real power is considered, numerical results form the proposed method are more reasonable than those from the method only considering real power.
