國內汽車產業於加入WTO後,面臨自由化與國際化之競爭壓力造成相當之衝擊。整車方面進口限地措施將逐年取消、進口關稅亦將逐年調降,在零組件方面,自製率取消與零件進口關稅的調降,可預期未來全球各汽車集團之分工策略將更趨明顯;此外,中國大陸廣大消費市場的磁吸效應等影響下,國內汽車產業及其零組件業者如何於此競爭激烈的環境中創造及確保新的競爭優勢,實為一重要之要務。
在全球化市場競爭及資訊科技快速成長之環境下,企業的競爭優勢常難以持久,反映出產業結構分析與資源基礎觀點,無法完全適用於現今之環境。本研究以學者Teece所提出之動態能力之觀點為理論依據,運用模糊德爾菲法、層級分析程序法探討可能影響國內汽車零組件產業廠商所經營之動態能力因素,並求得各動態能力因素對業者之影響權重,期盼能夠提供相關企業於進行資源分配及強化核心能力時之參考依據,進而提昇產業之國際競爭力。
After entry into WTO, the automobile industry in Taiwan is facing global competition, including progressive rescission of import restriction, progressive reduction of tariff, and magnet effect of the market in Mainland China. Innovation and maintaining competitiveness is an important issue to domestic auto industry and parts manufacturers. This study, based on the dynamic capabilities proposed by Teece, uses Delphi’s Method and investigates professional managers to construct dynamic capabilities analysis hierarchical structure. It also uses analytic hierarchy process (AHP) to discuss the factors affecting the business of domestic auto parts industry. The research results show that the concern over the organizational and management process improvement surpasses the positioning of corporate asset and corporate development. The weighted analysis of the observed dynamic capabilities shows that companies value speed of response to market demand, establishing preventive measures and solutions, contingency human resource plan, technology transfer, and corporate integration as the main concerns in developing competitive advantages.
