在台灣,由於綠色矽島的產業政策下,重高科技產業而輕傳統產業,衍生產業結構傾斜化的現象,對於人才的培育亦可能造成傳統產業的邊緣化。在邁入知識經濟的21世紀,隨著全球化、自由化、以及技術的快速進步,有效的技術取得已成為企業建立與維持競爭優勢的重要手段;另一方面,在全球化的驅使下,全球人力的大融合使得聘雇無國界、教育訓練無國界等人力資本儲存與提升成為跨國議題,在這樣的發展下使得技術的移轉及擴散開始模糊,人力資本的提升是否將成為另一個技術進步的主因,亦或是人力資本的無國界為產生技術移轉的主要因素?本研究將針對這兩個問題作進一步的探討。

在選擇技術來源的同時,企業更應針對人力資本作更深入的自我剖析,以取決是否向外購入技術或是採自行研發,亦或是為因應技術來源不同而對於人力資本之提升有不同投入之方向。

本研究以人力資本之角度,衡量對企業之技術移轉與技術進步之影響,本文為一探索型研究,企圖從文化與全球化之觀點檢視人力資本對於技術移轉與技術進步的影響,研究中發現,台灣與美國企業對於人力資本之持有態度在面對技術移轉與進步時與日本企業有截然不同之觀點,其結論為:(一)高度獨佔技術之企業並不因人員流動而造成技術擴散,進而引發產業間之技術進步;(二)對於外資投入研發據點之成立代表人員知識流動的開始,此因素可能造成技術擴散而引發本國內相關技術之進步;(三)教育訓練方式對於欲承接之技術不同而採用不同的方式。(四)光電顯示產業中因人力資本之密集而影響技術移轉時程與技術取得方式。
The inclinationalized industry structure that derives from Taiwan’s Green Silicon Island industrial policy that favors hi-tech industries and overlooks traditional industries is projected onto incubation of human capital, which may leads to further marginalization in traditional industries. In the 21st century of knowledge economy where globalization, privatization, and technology advance at mega speed, effective acquisition of technique is now a crucial mean for business to build and maintain competitive advantage. On the other hand, driven by globalization, a mass fusion of global human capital that has removed national boundaries of employment education and training, and has made reservation and enhancement of human capital international issues. Such development has blurred technique transfer and expansion. Will enhancement of human capital become another major factor of technique advancement? Will absence of boundary in human capital become a major factor of technique transfer? These two issues shall be further explored and discussed in this study.

When choosing source of technique, businesses should conduct in-depth self-assessment in human capital for the decision between external acquisition and internal development, as well as technique source-dependent investment direction for human capital enhancement.

This study measures influences of business technique transfer and technique advancement from human capital standpoint. This exploratory study intends to review influences brought by human capital on technique transfer and technique advancement from viewpoints of culture and globalization. Results of this study show that attitudes held by Taiwanese and American businesses toward human capital in terms of technique transfer and advancement entirely differ from Japanese businesses. The conclusions are: (1) Personnel turnover does not incur technique expansion that further leads to technique advancement among industry in highly technique monopolized business; (2) Investment of foreign capital in research and development base indicates beginning of personnel knowledge circulation, which may cause technique expansion and trigger related technique advancement domestically; (3) Methods of education and training differ from the alternative of technique transfer, and (4)Human-capital-intensive affects schedule of technology transfer and methods of technology obtained in Photoelectronic Display Industry.
