  營建工程尤其施工階段,為合作並解決施工問題,會議是最常用的協調機制。對於大型工程,各種會議不勝其數,從不同性質之進度會議或勞安會議,不同間隔的月會或週會,不同層級之上層或基層會議,不同參與單位之業主會議或小包會議,到定期不定期會議等。此等會議之召開費時甚多,成本亦高,如何有效的建立會議議題,據以討論追踨,避免不必要的重複、沒有效率的會議,是值得探討的問題。
  建立會議議題需要分類會議的性質、設定議題、決定會議的參與單位及層級,確保會議的主持、進行及有效結論,落實追蹤會議紀錄,找出待改善之處。為增進會議議題設定的有效性,落實會議議題的追踨與解決問題,本研究發展會議議題編碼與追踨系統,作為輔助會議管理、追踨與執行的工具。
  會議議題針對會議需求,由組織分工理論探討議題的分類,編碼系統考量多層面及階層式方法,藉由實務案例導出會議議題編碼系統,並驗證其有效性。編碼可了解議題架構內容,以高雄捷運BOT工程為例,建立區段標、生命週期、元素或系統、次元素或次系統、性質等五個層級共十碼。區段標及生命週期代表工程議題發生的標段地點及工程階段,(次)元素及(次)系統代表討論的工程項目及其細項,而性質則代表管理的屬性如進度、品質等。
  會議紀錄表是工作的重要資訊,也是議題追踨重要的一環。本研究設計會議紀錄表格,內容包括議題編碼、會議期數、議題編號、議題內容、預計完成時間、完成百分比、落後原因、改善方法、修正完成時間及負責單位或人員。
  會議議題追踨系統,由議題編碼及會議紀錄表格相互搭配而成,議題編碼用來管理議題,而會議紀錄表格追踨議題的執行,藉由會議議題追踨系統的應用,可分析出有用的資訊,幫助改善議題管理、追踨與執行。
  In order to cooperate and solve construction problems, the meeting is the most frequently used coordination mechanism. For large-scale construction projects, various kinds of meetings are convened: the progress meeting or occupational safety meeting from different characteristics, the weekly meeting or monthly meeting from different times, the top-level meeting or low-level meeting from different levels, the owner meeting or subcontractor meeting from different participants, regular or irregular meeting, etc. These meetings waste a lot of time and the cost is also high. How to effectively establish meeting issues, and them is worth probing into to avoid the unnecessary repeated or inefficent meetings.
  Setting up meeting issues needs to categorize meeting’s characteristic, determine participants and levels, guarantee to host, proceed and effective conclusion of the meeting, track meeting minutes, find out the problem to improve. In order to establish the effectiveness of the meeting issues, track and solve the problem, this research develops the meeting issue coding and tracking system, as the auxiliary tool for meeting management, tracking and execution.
  To address the meeting needs, it probes into the classification of the issues by the organization division of labor theory, and the coding system uses the facet and hierarchical method. The KMRT BOT project taken as a case to establish the meeting issue coding system, and verify its effectiveness. The coding system was established five level and ten digit includes contract area, life cycle, the element or the system, subelement or subsystem, property etc. The contract area and the life cycle represent the issue’s occurrence places and project stages, (sub)element and (sub)system represent project’s item and its detail, property represent management attributes such as progress, quality, etc.
  The meeting minute is important information of the work and tracking tool. The meeting minute table ia also designed in this research, the minute includes the issue code, the meeting number, issue number, issue serial content, espected deadline, finishing percentage, backward reason, improving method, revised deadline, and responsible department or personnel.
  The meeting issue tracking system is composed by issue code and meeting minute table. The issue code is used for managing the issue, and the meeting minute table is for tracking the issue. The systematic application of the meeting coding and tracking system can analyse and gain useful information, to improve meeting management, tracking and execution.
