  在全球各國多已於近年來釋出3G執照,卻因為執照與建置費用過高、以及服務內容之提供無法趕上而出現延宕之際,WLAN(Wireless LAN,無線區域網路)已逐漸在無線市場上嶄露頭角,於各Hot Spot(熱點)提供有連線需求的行動工作者行動上網服務。由於行動電話系統與WLAN的特性具有互補性質:行動電話系統可以提供高覆蓋率,但卻是低速且價昂的數據通訊方式;WLAN則可以提供價格低廉的高速數據但覆蓋率較低。讓用戶在定點時使用WLAN,在移動中則可選擇使用3G,可以兼具高移動性與高速傳輸之優勢。因此兩者並非處於對立立場,反而可以藉由相互補強達到擴大整體通訊市場大餅的效果。

  行動電話系統業者在致力於3G與WLAN的雙網整合服務之際,應將組織資源投注於哪些重要的價值單元,才能使3G/WLAN整合方案發揮最大的市場潛力是本研究欲探知的焦點。本研究利用層級程序分析法所得到的研究結果整理如下:

1.在層級二的雙網整合服務評量構面的相對重要性比較中,產業界及學術界專家認為行銷策略及技術構面對雙網整合服務的影響最為重要。政府單位的意見與產業界及學術界稍有不一致,其結果顯示政府單位認為行銷策略及供應商為前兩項重要的構面;在重要度最不顯著的構面中,三類專家皆一致認為是競爭者構面。全體專家的意見顯示前兩個重要的構面為行銷策略及技術,末兩項則為政府政策及競爭者構面。

2.在層級三的雙網整合服務評量因素的相對重要性排序中,以綜合全體專家的意見衡量之;技術構面中的關鍵影響因素的前二名為行動上網安全性之加強及網路覆蓋率之增加,最末位的因素為改善網路支援的QoS(Quality of Service,服務品質)。

3.供應商構面中最重要的關鍵影響因素為內容供應商提供豐富的內容資訊,影響最不明顯的是調降3G或是WLAN的基地台價格。

4.政府政策中的關鍵影響因素的前二名為經營對象之開放及頻率使用費之規定,最末位為射頻技術限制之規範。

5.競爭者構面中最重要的關鍵影響因素為固網業者對雙網整合服務之威脅;最末位為公眾場地擁有業者之威脅。

6.行銷策略中的關鍵影響因素的前二名為合理的連線費用及滿足不同目標市場之需求特性。最末位為Java之應用。
  In recent years, almost every developed country around the world has issued the 3G(third generation) telecommunication service licenses. However, the rollout of 3G services is delayed due to the excessively license fees and high deployment costs of radio and core networks. Meanwhile, a well developed wireless communication technique, WLAN (wireless local area network), is widely used and deployed in public areas such as airport, campus, and coffee shop. WLAN and 3G are regarded as complementary techniques with 3G providing broadband wireless access on the move or in the national wide area, while WLAN offers static access of large amount of data or files in public hotspot locations. The success of WLAN is increasingly regarded as positive news for the future developments of 3G services.
  This paper is aim to find out the key factors and their relations for the successful rollout of mobile access services to the market. The assumption of mobile access network is that the services are provided by 3G operators using WLAN as complementary technique to deploy their wireless access networks. Analytic hierarchy process (AHP) is employed to analyze these important factors for wireless data services. In our proposed AHP model, five key factors, marketing strategy, potential competition, government policy, supply of network equipment or mobile terminal, and system technology, are identified. The respondents of this survey include experts in communication area from wireless communication industry, government sector, and research institute. The experts who serve in government come from the ministry of transportation and communication (MOTC) or the directorate general of telecommunication (DGT). Both sectors are the regulators of telecommunication services in Taiwan.
  From this research it is revealed that the order of priority for the five key factors is marketing strategy followed by system technology, supply of network equipment or mobile terminal, government policy, and finally, potential competition. The results also show that in the sub-factors, reasonable price of transmission and rich content supply are the most two important sub-factors for the successful development of wireless access services.
