半導體是資訊電子產業最重要的基礎元件,隨著個人電腦普及化和消費性電子產品多元化,使得半導體產業成為邁入90年代以來,全球最具經濟動力的首要產業。IC製造─在台灣素有半導體產業火車頭之稱─目前整體產值約佔全球7.4%,位居世界第四位,其中成長迅速的代工業,其產值更高達全球的72.9%。由此顯示出台灣IC製造從各國競相追逐的半導體市場中脫穎而出,躍居成為全球的製造重鎮。然而,台灣IC製造僅在原有委託代工(OEM)的經驗累積下,究竟是如何成功地建構製造實力,躋身世界級製造之林,成為一項值得研究探討之課題。
近年來國內半導體競爭力之相關議題,隨著高科技產業的蓬勃發展而廣受研究,惟探討主題多半集中在產業創新、分工體系、產業群聚等總體層面上,有關企業內部的製程技術、現場作業或組織與管理等製造管理實務則鮮少為研究著墨。然而這些實務都是企業用來改善成本、品質、交期、彈性等競爭要項之獨特作法或技能,也正是製造業核心競爭力之來源。
在以上研究動機之驅使下,本研究結合質化與量化方法對IC製造業進行深入調查,探討其如何建構世界級製造管理模式,並找出提昇產業競爭力的關鍵實務為何。研究結果指出,台灣IC製造模式涵蓋成本、品質、交期與彈性四個製造策略以及製程技術創新、設備利用提昇、品質控制、自動化資訊系統、生產規劃、人力訓練發展和協力廠關係七個實務構面,企業必須以整體的觀點,同時考量七個構面才能使得製造模式達到世界級效果。最後,本研究也對台灣與全球半導體製造廠重視關鍵實務之差異進行比較,並進一步分析造成其差異之原因。
Taiwan’s IC manufacturing, accounting for 7.4% of global IC production value, ranks fourth in the world. The foundry, in particular, accounted for approximately 73% of the worldwide market share. Taiwan today has won the reputation of manufacturing epicenter for kinds of IC products. Clearly, the question arises as to why Taiwan is able to achieve such manufacturing excellence based on its existing OEM background. What are the capabilities associated to the manufacturing excellence? It becomes an important issue to be compressively discussed.
More recently, an increasingly large body of research has emphasized the competitiveness of Taiwan’s semiconductor industry. Those researches put more focus on integral level such as industrial innovation, disintegration system, industrial cluster than individual like process technology, shop floor activity, and organization practices. Though valuable, it doesn’t seem to appropriately reflect to the nature of IC manufacturing practices, which are considered as a competitive weapon for achieving low cost, high quality, quick delivery and flexible production.
With such a focus, by collecting data from the IC manufacturing industry, this study attempts to build a framework of world class manufacturing model. The AHP method is then used to identify key practices for enhancing industrial competitiveness. The findings indicate that Taiwan’s IC manufacturing model composed four manufacturing strategy, namely cost, quality, delivery and flexibility, and seven manufacturing practices, including process technology innovation, equipment utilization enhancement, quality control, automated information system, production planning, manpower training and subcontractor relationships. Finally, the difference of key manufacturing practices between Taiwan’s manufacturers and global leading fabs is further compared and analyzed. It is expected that the results would derive some theory and empirical guidelines for the researcher and the business for resource deployment and strategy planning.
