現今組織間的競爭如企業間的利益爭奪、國與國之間的較勁等,皆屬於團體戰而非個人式的單打獨鬥。由於個人之能力有限,所以組織無不希望藉由團體成員的多方面思維,建構一套完整且週延的策略以求得最終的勝利。本研究試圖結合多項管理工具的方法或思維模式,主要包含了SWOT分析、資源基礎論、事件分析法及TOWS矩陣、,並且輔以量化的模型,來建立一套策略管理的方法。首先本研究針對了在SWOT分析中如何正確地分辨優勢、劣勢、機會與威脅,提出了一個分類的原則,有助於解決使用SWOT分析時在因子歸類上所產生的困擾。此外,本研究更建立了「資源分類程序」,此程序可以幫助決策者在面對組織眾多資源時,快速而有效地從中分辨何者是組織最有利的資源。本研究對於組織內部環境利用Barney在資源基礎論中提出的價值、稀少性及不可完全模仿性三項特性作為內部環境因子的評價;組織外部環境則利用事件分析法的論點歸結出衝擊性、時效性及可能性作為外部環境因子的評價項目,並以內外部環境因子評價結果以作為評價策略的基礎。最終透過TOWS矩陣制定策略,利用歐氏距離的計算方式,配合策略中各項環境因子的評價數值,幫助組織求得策略執行的優先順序,解決組織在建立多項策略之後卻不知從何下手之窘境。
