由於經營環境的變遷,策略上愈來愈需要企業專注於其核心競爭力上;所以對於IT相關服務,尤其是新應用系統的導入,企業多半會往外部尋找解決方案。套裝軟體在成本、時程以及提供實務典範上,都比客製開發擁有較佳的優勢,因此愈來愈多的企業傾向選擇購買套裝軟體。尤其對小型企業而言,套裝軟體不僅是一種具吸引力的解決方案,也可能是取得資訊系統的唯一方法。

然而一般企業對於如何挑選適合自己的軟體產品,並沒有太多的經驗;所以仍然要面對多風險。在系統的導入過程中,多數的企業必須要借助外部顧問的協助,以解決在導入過程中會遭遇的困難,但是許多企業對於選擇顧問並不像選擇應用系統般謹慎;此外在客觀環境上,中小型的ERP產品以及個別功能的應用系統,導入顧問服務和軟體產品多數會由同一個供應商提供。但是目前的文獻比較少論及面臨這樣性質的產品時,如何將顧問的因素納入考量。

因此本研究的目的在提出一套系統化的架構,讓企業在面臨選擇e-Business套裝應用系統及其導入顧問時有所依循。主要貢獻共有三項:

(一) 彙整各文獻中關於套裝應用系統評選時的考量準則,並透過AHP 法取得各準則的相對權重,排列出各準則之相對重要性供企業參考。

(二) 提供一般企業,尤其是中小企業在進行套裝應用系統評選時,一個簡單可行的執行方法。這項方法中在可行的範圍內綜合考量了學術界、產業界以及企業本身評選人員的意見,企業按部就班執行即可順利完成評選工作。

(三) 以往的研究都只將評選重點放在應用系統本身,忽略了供應商顧問在整個專案中的重要性,沒有將這個因素納入評選。在本研究中特別針對這項缺失做了加強。

一般中小型企業藉由本研究提出的架構及程序,在不需要投入很多資源的情況下也能得到良好的結果。希望這樣對於一般企業,尤其是中小企業在資訊化上的進度上能有某種程度的幫助。
The business environment for enterprise continue to change which force them to focus on their core competence in strategy.

When enterprises face decision of selecting information service, especially adopting new application system, at most cases

they will look out to find solutions. Nowadays packaged software shows better solution in cost, schedule and providing Best-

Practice than customized development system. So more and more company trend to choose packages software to fulfill their

requirements. In the viewpoint of resource, packaged software is not only a attractive solution, but also the sole approach

to get their information system for small & middle size enterprise.

However, most enterprise does not have enough experience on choosing adequate software product, so there still exists risks.

Besides this, most enterprise will have to seek outside experts to help them solve the problems occurring from implementing

the system. But most of them do not show as much care as they are selecting software application. For those small & middle

size ERP and individual application system in the software market, usually the software product and implementation

consultants will be provided by the same supplier. Literatures up to now seldom discuss how to put the factors of experts

into consideration when facing selection of this type of product.

The purpose of this research is to propose a systemized framework & model which provide a guideline to the enterprise when

facing selection of E-Business packaged software and implementation consultants. There are three major contributions of the

research:

1.This research collects important criteria about selecting packaged application system from recently literatures, then get

comparative weighting and ranking for each criteria through analytic hierarchy process, the result can be a reference for

enterprise.
2.This framework propose a simple and workable procedure for enterprise to evaluate packaged software, which is specially

helpful for small size company. This procedure had put together opinions from research literatures, software industry experts

and evaluation team from enterprise itself in all possible range. Enterprise can finish its evaluation job just follow the

procedure step by step.
3.The former research had put lot of evaluation efforts on application itself, but ignored the importance of the experts from

supplier in the whole project and did not put this factor into consideration. This evaluation model had make reinforce for

this shortcoming.
Through the model and framework proposed in this research, a middle-small size enterprise can get a good result without

invest lot of resources. I hope this can be helpful for middle-small size company while moving toward computerized.
