台灣地區逾80%的大學校院已完成全校性數位學習系統的建置,而其中近75%的學校選擇直接導入實務界的成品,顯見以委外方式導入數位學習系統儼然成為各校不約而同的決策。數位學習系統為延伸教學時空維度的科技媒介,於本質上雖為一獨立運作的資訊系統,實則與學生的學習活動緊密相扣,因此導入前的需求分析與決策考量是否周詳,將直接影響於教學施行的成效。由於各校尚處導入的實驗探索階段,因此相關的實證文獻闕如,無法進而釐清此一現象背後的歸因與邏輯推演。鑒於此,本研究係聚焦於:大學校院選擇委外建置數位學習系統之情境下,探究各校導入系統時的專業實務與決策考量,於研究法上採用深度訪談法輔以參與觀察法,共訪問十位學術界與實務界的專家先進,同時由願景實施與資源整合的角度,還原並分析數位學習系統「導入前的規劃」、「導入中的實務」與「導入後的維運」。在質性訪談觀察與量化的統計資料分析後,本研究針對大學校院導入委外數位學習系統時,依據時間軸的發展提出以下的結論與建議:(1)導入數位學習系統的前置規劃:兩大導入委外系統的歸因、挑選委外廠商的四項決策考量點、學校與廠商的三種合作模式;(2)導入數位學習系統的實務:組織推動數位學習系統的良善架構、導入數位學習系統的八步驟;(3)導入數位學習系統後的維運:教師教學使用率最頻繁的四大功能模組、未來於維運面潛在的挑戰。最後,提出對大學校院與實務廠商的建言,企盼可作為大學校院規劃數位學習系統時的策略藍圖,同時供後續研究延伸觸角的脈絡參考。
Recent survey has it that nearly 80 percent of universities in Taiwan relied on commercial providers to implement a campus-wide Learning Management System (LMS) for enhancing and extending the dimensions of learning. Though outsourcing a LMS has become a viable alternative for higher education, past literature concerning the decision-making process, the cooperation models, the implementation steps and the future maintenances is rare and waiting to be clarified. Therefore, this study intends to explore the strategic planning and professional practices of local universities while implementing an outsourced LMS. The researcher conducted the study through collecting and synthesizing in-depth interview data from both academic institutions and the corresponding service providers via observations and semi-structured questionnaire. The results induce a profound strategic plan with three stages according to timeline: 1). Before the LMS implementation: two major incentives to consider; four criteria used in screening out commercial providers; three cooperation models between universities and commercial providers; 2). During the LMS implementation: an ideal framework for promoting a campus-wide LMS; Eight steps to deploy a LMS. 3). After the LMS implementation: Four most frequently used functional modules during instruction; the remaining challenges and issues to be overcome. Eventually, further research directions and insightful suggestions for both academic institutions and commercial providers are highlighted, too.
