Abstract
To achieve higher government’s efficiency and to deal properly
with increasingly complicated and competitive situations and
turnover caused by administrative management under the trend of
globalization, the government puts efforts to organization reform.
The establishment of the Ministry of Marine Affairs is to reveal the
concerns about the spirit of the ocean-state country and the new
needs. Due to advocating integrated national marine policy, it is
necessary to set up a mechanism of integrated marine
management. The three types of marine affairs management
include concentrated ministry, coordinative committee, and
segregation of duties for the departments. They all have different
profit and problem which were caused by their different historical
background. This paper analyzed institution and implement
experience of marine affairs management of foreign country. The
principles of simple, reasonable, and integrated are applied to
propose the most applicable institution and operating system
