統包(DB)及最有利標(EMAT)的採購議題已漸漸在國際間普遍受到重視與關注。本研究提出資料採礦(data mining)的方法,針對台灣政府採購資料庫進行試驗分析,藉以探討統包及最有利標工程採購的台灣經驗。研究結果顯示,統包配合最有利標執行工程採購的數量及金額有逐漸增加的趨勢,而統包案件在最有利標與最低標的決標制度下,其決標金額與預算的比值(P/B)存在12%的差異。同時,專案採購的頻率、業主對專案的瞭解程度及熟悉性,也會影響決標金額與預算的比值。本研究建議機關採購業主可探討最有利標需要付出較高成本的原因,並有效制定經濟性的招標制度,而營建廠商也需要建立一個考量成本及差異化的競爭模式以順應最有利標的趨勢,這些議題都值得未來研究的持續關注。
Design-build (DB) and economically most advantageous tender (EMAT) have internationally become popular contract systems in recent years. Data mining tools are proposed to observe the lessons learned of DB projects from Taiwanese government construction procurement database in this research. The results reveal that there is a steady increase in number and awarded price of DB projects awarded by EMAT, and there is explored to 12% awarded price differences between EMAT and the lowest tender ones. Frequent procured projects may also affect the awarded price discrepancies among various types of DB projects. It is suggested that exploring the cost implications concerning possible reasons for the higher costs (12% extra costs) of EMAT projects, as well as considering cost competitions in addition to differentiation strategies for the prevalence of EMAT are deserved further research attentions.
