在現今競爭萬分激烈的經營環境中,企業於管理工作上首先要面對的問題即是如何有效且客觀的分配資源。另外,由於知識經濟時代的來臨,研發工作的投入已成為一種必然且不可避免的趨勢,故如何妥善運用研發資源即是一個刻不容緩的工作,亦具有承擔企業組織發展成長之重大責任。以往的資源分配模式大多著眼於績效或成本觀點,然而在事實上,單以績效觀點來審視企業內部研發資源分配問題並不充足,亦即需要考慮其成本面、績效面與條件面,其中包含了量化準則與質化準則。當評估的資料具有模糊或質化特性時,模糊多準則決策能夠有效的結合量化準則與質化準則,並進行群體評量分析。有鑑於此,本文以模糊多準則決策建構企業內部研發資源分配之模式,並以資源分配指標之最終解模糊值進行資源分配。此外,尚於本文中提出一種以全距為觀念的模糊數序列之正規化方法,可使得經正規化後之模糊數可合理的介於
0至1之間,而於最後以K公司研發部之資源分配問題為例,說明此模式之應用情形,並進一步提出結論,以利後續相關研究之參考。
The models of the resource allocation usually with the achievements or costs in the past, however, that are not enough to the resource allocation of R&D for the enterprise in the fact, this problem must to consider the costs, achievements and conditions., and the problem includes both quantitative criterions and qualitative criterions. When the data have the characteristic of fuzzy or qualitative, the fuzzy multiple criteria decision making (MCDM) can solve this condition. For this reason, using the fuzzy multiple criteria decision making to build a model for the resource allocation of R&D for the enterprise in this work, and through the final defuzzification numbers to proceed resource allocation. Besides, the work proposed a normalization method for arrays of fuzzy numbers with all range, that can be let normalization fuzzy numbers between 0 and 1 reasonably, and in the end with an example for R&D department of K company to explain the model, further brought the conclusions that can help the hereafter alike researches.
