中文摘要
因全民健保制度及醫療生態改變等因素影響,使得國內衛生資訊產業發展受到很大的限制,尋求產業突破產業瓶頸為衛生資訊產業發展的重要議題。在激烈的競爭環境中,企業依聯盟特色與需求進行群集整合,以策略聯盟的綜合效果,產生互補作用,有助於取得競爭優勢與發展的新機會。因此從經濟考量、策略方向、市場力量動機因素,進行異業的策略聯盟,整合衛生資訊市場,推動包括專業訊息交換、人力資源相互支援、分享設備及經驗,有助於將衛生資訊產業產品與異業的市場需求連接,減少產品重置浪費並創造發揮應用的新空間。
本研究從結合航空、醫療、資訊發展空中醫療服務,探討策略聯盟對衛生資訊發展的價值。以目前航空的醫療需求為例,近年來隨乘客人口老化及慢性病增加,及客艙內因空氣壓力造成體內血氧與空氣體積的改變,導致乘客健康威脅的提高,飛航急症有增加的趨勢。在機內對醫療的需求度升高之際,面臨飛航急症病情不確定的挑戰與醫療資源不足情況下,將嚴重影響乘客急救的醫療品質。研究擬以聯盟的模式運用遠距醫療技術,提供機內與地面專業人員諮詢,協助診察處理乘客飛航急症,結合醫療與資訊的應用以降低空間與時間所帶來的障礙。
本研究架構採司徒達賢(1996)區分合作聯盟為水平及垂直方面:以榮總、華航與陽明大學的水平聯盟,從結合特殊專長、進行研發應用主導價值活動,繼以垂直聯盟發展整合產業價值鏈功能。建置本研究之階段工作可分為初步溝通建立共識、形成內容架構、實務推動、評估改進等階段目標。從榮總方面應用遠距醫療的現況與對航空醫療的意見搜集,另於中華航空公司召開會議介紹本研究、意見交換與配合公司內部程序取得試行的決議。從達成參與聯盟群集的合作共識後,預計即將試行系統並測試、評估及簽訂合作契約。未來契約建置項目將包括預製標準作業程序、諮詢系統連線、人員訓練、所需經費及效益評估、聯盟管理機制;研究預計達成階段性發展建置機內語音諮詢系統、網路諮詢系統,並逐步擴大衛生資訊產業在行動群眾的整合醫療服務。
目前由於已取得試行的機會,為落實本研究發展的重要開端。但在進行過程中,仍然存在不可避免的挑戰與瓶頸。例如聯盟合作的困難主要來自企業內部審核公文程序與建置所需經費提報:冗長的審核程序將削減群集的聯盟意願亦可能因此失去原創的先機;而經費的提報與尋求財源支援亦是合作過程中持續的考驗。由此可知,當在企業間進行創新合作的聯盟時,若未獲得決策管理者的認同,將大幅降低施行的可能性。所以異業聯盟屬於策略層級的措施,不能完全仰賴既有行政體系來運作,決策高層的對聯盟內容的認知意見與決議將會是最關鍵的因素。
本研究以實務的推動衛生資訊產業、醫療健康照護、與航空旅遊服務的聯盟,突破流於同質性產業聯盟的限制,將衛生資訊產業應用到醫療衛生之外,尋求擴大產品市場的應變之道。因此,從研究得知策略聯盟將為衛生資訊產業帶來開發合作的新機會。未來應持續觀察「異業聯盟策略」的個案推動情況,從問題及其解決方法中形成異業聯盟的最佳化合作模式,使企業間因新的聯盟機制產生更好的競爭力。
Abstract
Market operation and decreased product value jeopardize the development of local health information industry in compared with other fields. To figure out more valuable application become the main topic recently. In a competitive market, groups create new vehicle in strategic alliance which helps to identify specific technology and increase life cycle of products. The complimentary consolidation of various corporate in a strategic alliance might reduce the operating and budgeting risk to have an advantage over competitors.
The strategic alliance of academy, business, and authorities integrates the operation of medical industry effectively and further increases its market value drastically. As this study for example, aviation syndrome or anoxemia which results from the change of cabin barometric pressures, associates with increasing aged passengers in recent years. The anxious demand for emergency medical treatment in a flying, while short of medical resources will determines the quality of first aid in any urgent issue. In this study, Telemedicine, which using aviation-satellite communication and network to connect ground medical units, provides remote medical assistant to passengers in aviation and travel.
Strategic alliance is classified as horizontal and vertical ones. In horizontal consolidation, different colleges establish a research-oriented conglomerate to increase operation scale and reduce sunk costs and investment. Vertical alliance, on the other hand, concentrates on product evaluation and development thus, levers industry value-chain. There are four stages in this research, including general agreement, basic framework, implementation, evaluation and improvement. The details are integration of Health informatics products for aviation and travel application、effective on-line rate of consulting system、personnel training、expense controlling、benefit evaluation、group discussion and alliance management for all these related factors.
The first stage have got a consensus of all parties in this alliance, then following a system test-run、evaluation and finally, contract in. But corporate internal routine and budgeting is the main obstacle to this research. Therefore, strategic alliance is management issue, which should not relay on administrative operation. Strategic cooperation is not applicable only if is endorsed by decision makers. But different Industry Strategy Alliance is top management decision making rather than just a regular internal procedure or an academic research. In other words, management decision, budgeting and financing are the key factors in the alliance.
The integration of profession medical care、health informatics、and aviation system will increases the competitiveness in related fields. Latest information technology leads the change of consumer behavior and medical operation. The different industry strategic alliance develops new Health- Informatics industry, which apply to a whole new filed and develop new business models in the future. To watching the implementation of "Strategic alliance", build up the best model for alliance cooperation, and improve business competitiveness.
