在有限醫療服務資源的環境以及同業競爭的壓力下，醫院管理者開始重視成本的控制，並且尋求提升營收的方法。手術房是醫院裡醫療資源最密集的地方，也是病人在醫院移動的瓶頸，而且，手術的收入也是醫院重要的營收來源。若能有效管理手術房，不但能降低成本，也可以提高營收。要有效管理手術房，就要尋求提升手術房有效利用率的方法，因此必須從手術排程著手。本研究應用數學規劃方法，來產生手術的排程，讓每天所安排的各項手術之總手術時間，盡可能吻合每天手術房開放的時間，以達到提升手術房有效利用率的目的。此方法不但能快速產生手術排程結果，對於手術排程的臨時變動也能正確迅速反應。適當的手術排程，能讓手術如期順利開始，減少病人等待的時間，而降低病人留在醫院的時間，增加病人的流動率，其結果不但降低成本，也提高醫院的營收與服務。

Under the limited medical care resource and severe competition among the hospitals, the administrator begins to pay attention to cost reduction for a hospital management and look for a method that can increase the hospital’s revenue. The most intensive department of medical care resource is operating room in the hospital. Because it is very expensive to run the operating room in a normal course and the operating room is a bottleneck for moving inpatients during their staying in the hospital. Moreover, the operating room income is also considered an important source of the hospital revenue. So, an effective operating room management is necessary. The key management of the operating room is to optimize operating scheduling. Then, this paper attempts to derive an effective operating scheduling using mathematic programming. The objective function of mathematic programming is set to minimize the difference between the total operation time and open time per day. At the same time, it can also derive the operating scheduling quickly and respond the impromptu changes of operating scheduling timely. In other words, the appropriate operating scheduling can let operations be started on time, reduce the inpatient’s waiting time for operating, reduce the inpatient’s staying time in the hospital and increase the inpatient''s flow rate. Finally, it will reach the purpose of cost reduction and increasing hospital’s revenue.
