After the 921 earthquake, a lot of buildings suddenly got serious injury and even strongly removed in the middle part of Taiwan. These buildings all need to reconstruct as they used to be. According to the rules of the “Urban-Renewal Regulation”, the “right-exchange” policy is one of the effective methods to implement reconstruction. This research tries to analyze the opinions of these residents and tends to discuss their satisfaction to this policy, which refers to the basis of the urban renewal policy in future. The objectives of this research include (1) to find out how the residents satisfied with the “right-exchange” policy; (2) to discuss the policy fairness with interviewing these residents; (3) to examine the resident’s satisfaction with the items of sex, age, income, ownership and so on; (4) to bring up some suggestions to the policy and make reforms as the participants wish. The method of questionnaire survey was used for data collection. The questionnaire was divided into 15 parts and 85 options, which was contained by the elements like the value of the right, the procedure of “right-exchange”, the concept of the renewal affairs, the share of the expense, the quality of the reconstructions, the roles how the government and the implementers play, the reasons that the residents want to participate or not, and so on. The consequences showed that the respondents are not satisfied with the policy and to the government, because the result of the “right-exchange” policy does not benefit much as they expect in the beginning. According to their opinions, the government should pay more attention to the urban renewal affairs, and take action in city’s upgrading, with much more progressive law-making and effective exclusivity.
