近年來國內盜撥電話的情形日益嚴重,盜撥國際電話已是智慧型侵權行為,且所產生之不明電話費用,造成電信公司相關大的損失與困擾。
在美國及先進國家,電話通信網路的盜打行為也相當平常,業者損失更是慘重,估計全球因盜打電話一年至少損失上百億美元。而國內電信公司每年僅因線路盜打及損失的話費就高達數億元,而相關的追蹤,退費等相關作業的成本更是數倍於盜打損失的話費。
Jess 提供了一個豐富和有彈性的規則知識庫的系統。自從 Java 發展以來,跨平台、可擴充和安全性以及可以和其他 Java 程式碼和應用程式結合的特性一直是 Java 的優點。而 Jess 及 FuzzyJ 的規則更是發展知識管理時陳述事實的選擇的極適合理由。本論文的研究方向為研究使用 Jess、模糊 Jess、模糊工具箱而具有模糊數、模糊集合、模糊規則功能的專家系統,使用所謂的事實和規則之 實作;並加入模糊規則次數判斷可能為盜撥之狀況,來提出警告供使用者進行分析時參考,減少電信公司之損失。
It is a serious problem day by day of telecommunication frauds by dialing the telephone at home in recent years. Frauds over international calls have been an intelligent tort that the telecommunication company is correlated with great income loss by unidentified telephone expenses.
In the United States and other developed countries, the fraud of telephone communication network is common and it costs great loss to telecommunication companies. It is estimated by telecommunication companies that fraudulent calls on somebody else''s expense without any charge through illegal means are about at least tens of billion US dollars per year worldwide. In Taiwan, the lost cost due to telecommunication fraud is near hundreds of million NT dollars. The cost to track frauds and process wrongly charged telephone bills is even higher the lost of frauds.
Jess, the Java Expert System Shell, provides a rich and flexible environment for creating rule-based systems. Since it is written in Java, it provides cross platform characteristics, extensibility, safety and simple integration with other Java code or applications. The rules of Jess and FuzzyJ allow one to build systems that reason about knowledge management that is expressed as facts. This paper describes the Jess, FuzzyJ and FuzzyToolkit that allows one to express fuzzy concepts using facts, fuzzy set, fuzzy number, fuzzy variables, fuzzy set, and fuzzy rules. A set of fuzzy rules are used to determine the times of possible frauds and to raise alarm for users reference. It may greatly reduce lost of telecommunication companies.
