近年來由於終身教育觀念日益普及，國內各大學之推廣教育中心亦隨之大量成立，致使推廣教育業務競爭愈加劇烈；因此，各大學對於其推廣教育市場無不亟思加強管理制度，期改進管理績效，並提昇其競爭力，以利推廣教育中心之永續經營。故本研究係以北區（基隆、台北、桃園、新竹）大學推廣教育中心主管為研究之專家調查對象，運用平衡計分卡 (Balanced Scorecard, BSC)擬定大學推廣教育之績效評估指標，並透過層級程序分析法 (Analytic Hierarchy Process, AHP)建立績效評估指標之權重順序。本研究分別以綜合全體專家之幾何平均數法、個別專家之加權平均法、以及加權平均法與布達計數法(Borda’s Couts)合用三種方式計算權重，求出各層級評估指標之優先順序，期將此結果提供各校發展推廣教育之績效評估參考。茲將本研究所得結論與建議歸納如后：
一、綜合全體專家之幾何平均數法：第一層「BSC四大構面」準則，以「顧客構面」最受重視；第二層「策略目標」準則，依序以「優質教學品質」、「成本控制」、及「新開發業務」最為重要；第三層「績效評估指標」準則，依序以「整體財務計畫達成率」、「教學滿意度」、及「淨利率」最為重要。
二、個別專家對各評估結果取加權平均法：第一層「BSC四大構面」準則，以「財務構面」最受重視；第二層「策略目標」準則，依序以「優質教學品質」、「成本控制」、及「營收成長」最為重要；第三層「績效評估指標」準則，依序以「教學滿意度」、「整體財務計畫達成率」、及「學生延續率」最為重要。
三、個別專家對各評估結果之加權平均法與布達計數法合用法：第一層「BSC四大構面」準則，以「顧客構面」最受重視；第二層「策略目標」準則，依序以「優質教學品質」、「營收成長」、及「成本控制」最為重要；第三層「績效評估指標」準則，依序以「教學滿意度」、「學生延續率」、及「淨利率」最為重要。
四、本研究所得之績效評估指標之優先順序，可提供推廣教育中心在時間及資源限制條件下，進行其績效改善方案之順序參考。
五、本研究所使用之三種權重計算方式所得結果差異並不明顯，但若專家意見分歧過大，建議使用幾何平均數法與布達計數法則可減低極端值之影響。
六、本研究屬探索性研究，其所建立之績效評估指標，若能實地施測應更能達到理論與實務相輔相成之功效。
七、建議後續研究能採用不同方法針對教育相關團體，依其發展特性進行BSC之建立，並結合本研究所提出之AHP權重分析找出各發展指標之優先順序。

In recent years, because the lifelong education concept popularizes day by day, the number of continuing education center of universities is increasing in Taiwan. Then the continuing education service competition becomes even fierce. Therefore, every continuing education center of the universities endeavors to search for the right way to strengthen its management system and to improve operational performance for lasting forever. This research focuses its survey on the chiefs of the continuing education centers in the north areas of Taiwan (including Keelung, Taipei, Taoyuan and Hsinchu) and is based on the concept of the balanced scorecard (BSC) to develop the indexes of performance evaluation for continuing education centers. And through the method of analytic hierarchy process (AHP), it is to establish the weights of the indexes of performance evaluation. The research respectively calculates the weights using three different ways: geometric average method by all decision-making experts, weighted average method by single decision-making expert, and combination of weighted average method and Borda’s Score by single decision-making expert. The outcome orders of the performance evaluation indexes are expected to provide each school while developing continuing education for reference. The conclusions and suggestions are as follows:
1.Geometric average method by all decision-making experts. First criterion－BSC four main dimensions: “Customer perspective” is the most important. Second criterion－strategic objectives: The objectives of “high teaching quality”, “cost control”, and “new business development” are most important in order. Third criterion－the index of performance evaluation: The indexes of “achieving rate of the integrated financial plan”, “teaching satisfaction”, and "net profit" are most important in order.

2.Weighted average method by single decision-making expert. First criterion－BSC four main dimensions: “Financial perspective” is the most important. Second criterion－strategic objectives: The objectives of “high teaching quality”, “cost control”, and “earning growth” are most important in order. Third criterion－the indexes of performance evaluation: The indexes of “teaching satisfaction”, “achieving rate of the integrated financial plan”, and “retention rate of students” are most important in order.
3.Weighted average method and Borda’s Score by single decision-making expert: First criterion－BSC four main dimensions: “Customer perspective” is the most important. Second criterion－strategic objectives: The objectives of “high teaching quality”, “earning growth” and “cost control” are most important in order. Third criterion－the indexes of performance evaluation: The indexes of “teaching satisfaction”, “retention rate of students”, and “net profit” are most important in order.
4.The research result of weight orders of evaluation indexes can provide the continuing education centers as priority references in improving performance especially within the constrains of time and resources.
5.There are no significant differences among the results of weight calculations used by the research. However, it suggests that the geometric average method and Borda’s Score are favorable if there are big gaps existing among experts since the two methods can reduce the impact of the extreme values.
6.Since this research is an exploration study, if the indexes of performance evaluation established can be carried on, it may achieve positively match effects of both the theory and the practice.
7.The research method employed by the study can apply to the related education institutions by establishing the BSC according to their development features, and then using the AHP weight analysis to discover the priorities of development targets.
