進入21世紀,經濟全球化和區域化趨勢不可逆轉地加速向縱深發展。在新競爭局勢下,產業結構消長與全球競爭力的變化、全球製造與研發資源全球佈局、產業群聚發展、科技全球競爭與合作、與政府的角色、等新興課題備受矚目。產業群聚的已被視為國家或區域經濟競爭力有效來源,因此,各國政府接尋找有效的機制發展產業群聚以獲取其經濟效益。然而,任何產業的發展皆會經歷不同階段的生命週期(形成、成長、成熟、衰退),群聚生命週期的變化主要的挑戰來自於需求、技術及競爭環境的變化,面對這些變化,群聚生命週期發展時序及時程長短皆會因所在地的產業群聚程度差異而有所不同。而群聚面對變化持續經營的能力即為其持續能力。
台灣高科技產業有完整的上、中、下游產業網絡支援體系,群聚效應顯著而獨特。目前台灣高科技廠商已成為世界級大廠的第一級供應商,而形成緊密的跨國生產網絡,不斷創造出高科技的世界奇蹟,如何持續保持其優勢,提升國家競爭力乃本研究欲探討之動機。本研究之主要研究對象為經歷過多個生命週期的新竹科學工業園區及正興起之南部科學園區,並以生命週期及產業持續能力的觀點,來探討產業群聚效應的影響要素,希望對瞭解及提升國家與產業競爭力能有所助益,並了解在產業群聚生命週期過程中哪些動態條件的變化會影響產業群聚的生長與發展。最後,對於研究個案之持續能力討論及建議。
Clusters have become recognized as a potentially effective mechanism for enhancing competitive advantage, and government around the world have sought to develop mechanisms to identify actual and potential clusters and to promote their formation and operation. Clusters enhances economic performance through increases in the productivity of member organizations driving the pace and direction of innovation, stimulation of the formation of new businesses, and access to new knowledge and learning. However, the development of any cluster will all go through the life cycle of different stages (formative, growth, mature and decline), due to the changes (demand, technological and competitive change) came from outside of clusters. The sustainability of clusters is defined as the ability to face the challenges from the changes.
The Hi-Tech industry in Taiwan, supporting with industry network integration, the clustering effect is apparent and unique. The Hi-Tech manufacturer of Taiwan has already become the first supplier of the big world-class factory at present, and how to keep its advantage continuously, it is a motive wanted to probe into in this research to improve the national competitiveness. The range of this research that to focus on Science Park of Hsinchu which is going through some life cycles and emerging Southern Taiwan Science Park. The purpose of the research, with the view of life cycle and cluster, is to understand and improve industry competitiveness can, and understand which changes will influence the growth and development of industry's clustering. Finally, some discusses and recommendations will be made to the case of the research.
