在面對全球競爭的壓力,組織須因面對產能、成本及顧客要求之壓力,進行擴廠或將增進製造彈性。然而,對高科技產業而言,將客戶訂單移轉至不同工廠進行生產時,必須進行所謂的重新認證(Re-Qualification),此將花費相當長的時間;除此之外,在移轉的過程中,組織常須面對生產力之損失及恢復時間過長之痛苦。因此,組織必須建立一個長期完善的廠際移轉機制,讓移轉過程之生產力損失降至最低及期能在最短時間恢復至原生產力。同時,這樣的機制所產生之結果,亦可作為與客戶進行廠際移轉重新認證之溝通基礎,可縮短重新認證之時間,及達到快速技術移轉之目的。
  本論文之主要目的除了找到一個最佳的移轉機制,以達到上述所提之效果外,就台灣產業之特性,在發展技術時應考量技術之移動性,因此,如何在技術發展過程中就考量技術四大要素:技術體、人格體、資訊體及組織體的移動性,建立一個能隨時、有效並快速移動知識及技術至全球各地的製造技術平台(Manufacturing Technology Platform),稱之為行動工廠(Moving Factory)的概念,以期能有效提升台灣在國際上之競爭力。
Under the global competitive manufacturing environment, organization needed to provide cheaper and better products in a faster way to meet the customer requirements. Facing these challenges, the global manufacturers
However, the customers are well aware of the risks in changing manufacturing factory and will typically demand the opportunity to re-qualify the second source. This re-qualification process usually takes time. Additionally, organization is often suffered by large productivity loss and long recovery time caused by technology transfer. Therefore, it is very necessary to build a well-defined transfer mechanism to reduce or minimize the any losses and also as a base to communicate with customers regarding re-qualification caused by the technology transfer.
The purpose of this paper is find a so-called best transfer mechanism additionally, and also developing a movable “manufacturing technology platform”, then combining two into one as “Movable Factory”. This “Moving Factory” conceptual model will serve as Taiwan manufacturing paradigm in the next age.
