  在現今環境快速變遷的前提之下,企業經營的複雜性也日益提高,企業在面臨漸趨激烈的競爭下,組織創新就成為企業維持競爭優勢的利器,風險承擔能力更是企業在進行創新時不可忽視的考量要素。藉著企業內部的彈性規劃、廣泛參與以及環境偵測等策略管理行為,使得組織得以在險惡的產業環境中生存,以降低產業環境之衝擊,提高風險承擔的能力。因此,本研究以此為研究動機,並提出主

要研究目的:
  一、策略管理方式中之「規劃彈性」、「高階管理者參與程度」及「環境偵測」是否正向影響創新性風險承擔。
  二、探討「可吸收之寬裕資源」、「環境敵意性」及「創新策略導向」加上策略管理方式,對創新性風險承擔的調和效果。

  本研究選取台灣企業作為研究對象,採用中華徵信所於西元2004年所公佈之「台灣地區型企業TOP5000排名」,以製造業以及服務業為主要問卷發放對象,考量到問卷的內容與填答公司的契合度,採用前一千大企業作為實證研究的對象,最後所寄出的企業問卷共計760份。問卷以各公司之「發言人」或「經理人」為發放對象,以期能兼顧問卷之回收率與所填答案之準確性,本研究有效回收問卷為103份,問卷之有效回收率為13.55%。

本研究依據問卷回收結果,利用SPSS統計軟體,因素分析、相關分析與階層迴歸分析等統計分析,獲得下列研究結果:
  一、組織採取有彈性的規劃系統讓公司可以隨時針對環境改變來調整策略,促進組織創新精神,也提高了公司對於不確定性風險的吸收能力。
  二、當公司具備可吸收的寬裕資源時,配合組織內部彈性的規劃系統,可以充分掌握外在環境所給予的機會,增進組織內的創新精神,進而提高組織風險承擔的能力。
  三、因此當外在環境漸趨敵意,顯示競爭激烈且市場成長性不高時,公司會開始採取廣泛的環境偵測方式,才能避免環境的劇烈改變對於公司創新精神的影響,也不會因此而降低組織在創新性風險承擔上的能力。
  四、如果公司策略傾向創新策略導向,顯示公司鼓勵創新的企圖,加上彈性的規劃系統,公司就可以配合組織的需求以及策略目標的設定,而進行必須的變革或是創新活動;或是加上廣泛收集各階層員工的意見,公司可以從異質性的觀點中激發創意而提高組織創新精神,進一步增加創新性風險承擔能力。

  鑑於此結果,本研究鼓勵台灣企業致力於策略管理行為,配合可吸收之寬裕資源以及創新策略導向之運用,以提高組織在敵意環境中創新性風險承擔能力。
  In the fast-changing industry environment, the complexity of business corporation is getting increased.In the face of fierce competition, firms have recognized that they need to enhance their competitive advantages with corporate entrepreneurship. Therefore, firms have to think about the importance of entrepreneurial risk-taking for enhancement of the corporate entrepreneurship. Firms can survive to reduce the attack of the industrial environment and to improve the ability of entrepreneurial risk-taking by interior strategic management practice such as planning plexibility、the locus of planning and environmental scanning in the competitive environment. Based on the following reasons, hypotheses were proposed and then examined through an empirical study.

  The population in this study is the top 5000 firms of Taiwan listed in the China Credit Incorporation. It is focused on the industry and service industry in this study. A random sampling method was used to select the 760 firms in the first 1000 top firms. Of the 760 questionnaires mailed, 106 responses were received and three of them were incomplete. The remaining 103 valid and complete questionnaires were used for the quantitative analysis. It represents a useable response rate of 13.55%.

  The major finding of this study include: First, the results of the hierarchical regression analysis show support for the main effect of strategic planning flexibility on entrepreneurial risk-taking. Secondly, the results of multiple-regression indicate that absorbed slack has interaction effect with strategic planning flexibility on entrepreneurial risk-taking. Then the results of multiple-regression present that environmental hostility has interaction effect with strategic environmental scanning on entrepreneurial risk-taking. Finally, the results of multiple-regression show that explorative orientation have interaction effects with strategic management practive on entrepreneurial risk-taking.
