近年來,資訊科技成長十分快速,企業面對市場變化與專業技術的引進需求,資訊科技外包已是一項重要的經營課題。資訊科技外包除了能夠帶來經濟效益,更能達成經營策略的目標以及新的機會與競爭優勢。在外包的過程中,進度控制是攸關整個外包成效的重要關鍵所在。有鑑於此,本研究以外包流程的觀點,提出一個整合性資訊科技外包流程分析架構,從需求分析、審核、選擇與評估、期中管制、驗收至結案為止的六個階段,涵蓋每一階段的主要活動、產出文件、參與人員及進度測量工作項目等。
為驗證本研究所提出的架構及進度控制資訊系統之可行性,本研究以國內某一家機械公司作為實證研究的對象,透過問卷調查方式進行資訊系統功能之需求分析,並且建立一個以Web環境為基礎的外包進度控制資訊系統並且實際進行導入的工作。根據本研究的調查結果,使用者對導入系統的目的之前三名分別為提昇工作績效及生產力、提昇高階主管的決策品質、降低失敗風險;其次,最重視的系統功能前三名分別為系統穩定性、資訊傳達之正確性、維護性;至於系統應用績效的最重要因素前三名分別為學習容易性、使用者滿意程度、快速擷取所需資訊;而影響導入績效的前三名分別為財務的支援、高階主管的重視與支持、作業流程的改善能力。在命題檢定方面,不同職稱的員工對各構面並無顯著差異,僅在系統的功能需求構面中的彈性與擴充性項目上,達顯著水準。另有無資訊外包經驗對各構面亦無顯著差異,僅在對系統的功能需求構面中的即時性項目上,達到顯著水準。本研究的成果可作為後續研究以及實務界發展外包進度控制資訊系統的依據。
On facing the rapid market changes and the introduction of professional technology, outsourcing of the information technology (IT) has become an important managerial topic. Outsourcing can not only produce the economic effectiveness, but also implement the managerial strategic goal, new opportunity and competition advantage. During the outsourcing process, the progress control is a crucial key point to manage the project’s performance. Accordingly, this research builds an analytical framework for the IT outsourcing process. Six phases of the framework start with requirements analysis, followed by audit, selection and assessment, mid-term control, acceptance and ending. Each phase clearly define the major activity, performance evaluation, expected outcome and participatants.
To verify the feasibility of the framework for the progress control information system, we study a certain mechanical company by using a questionnaire for collecting the functional requirements of the information system, and set up an outsourcing progress control information system based on Web environment introduced to practical application. According to the results of data analysis our of the questionnaire, the top three important system purposes, descending from the first to the third, are the performance- promotion, productivity and decision-making quality of the ranking leader and reduction of risk of failure; Besides, the top three important system functions, decreasing from the first to the third, are the system’s stability, correctness of information communication and maintainability. As to the performance of the system applications, the top three important factors are downward ranged from learning accessibility, user’s satisfaction and searching speed of information; Concerning the performance of system implementation, the top three factors are downward listed from financial support, appreciation level of ranking leader and improving ability of operation process. With regard to the hypothesis test, difference of various titled employees show insignificant difference in every aspect except for flexibility and expansibility in the aspect of functional requirements of the information system, also outsourcing experience of IT plays no important role in every aspect beside the prompt response of system requirements. The results of this study could provide a basis for subsequent research and developing the entrepreneurial outsourcing progress control information system.
