影響海上航行安全之因素，除了船舶構造、航儀設備、船員素質、組織管理與環境天候等外，海盜行為與武裝搶劫日益猖獗，業已對船舶安全構成另類之重大威脅。
有鑑於此，國際海事組織（International Maritime Organization；IMO）自一九八五年起通過一系列有關防止及制止海盜行為與武裝搶劫之決議案。此外，海事安全委員會（Maritime Safety Committee；MSC）所發佈之通函，提供給各船旗國、沿海國政府、船舶所有人、營運人、船長及海員，以作為執行船舶反恐、防盜因應措施之參考。
「九一一」事件之發生，促使國際海事組織（IMO）第二十二屆大會，於二ΟΟ一年十一月二十日通過第A.924(22)號決議案。呼籲並要求國際社會加倍努力，共同打擊恐怖主義行為。
本研究即針對此相關決議案與通函及國際海事局（International Maritime Bureau；IMB）報告之海盜行為與武裝搶劫事件案例，予以整理、研析，依據不同情境，提出因應措施，以期降低遭到海盜攻擊及武裝搶劫之風險，確保船舶安全。
關鍵詞：船舶安全、反恐、防盜。

Besides the ship structure, navigation equipment, crew quality, ship management and meteorological which may affect the navigation safety, the acts of piracy and armed robbery has become a new significant threat.
For this reason, the International Maritime Organization (IMO) had adopted series of resolutions against the piracy and armed robbery. A lot of recommendation circulars providing the measures of anti-terrorism and piracy-prevention were widely spread by the Maritime Safety Committee (MSC) for reference over the flag-nation, costal government, ship owners, operators, masters and crews.
The “911” event prompted the adoption of No. A.924(22) resolution by IMO, requesting harder efforts on the anti-terrorism activity by international societies.
This essay is aimed at a study of the above-mentioned resolutions and circulars as well as cases of piracy act and armed robbery reported by the International Maritime Bureau (IMB). The studying method including data collecting, editing, analyzing, which will modify by different circumstances. It comes to present some measures in reducing the risk of piracy and armed robbery, and to keep navigation safety.
