目前PSTN與IP網路互連之VoIP的技術比較常被提出來探討的大部分為H.323和SIP兩種，前者主要是由ITU-T所延伸出，故偏重於傳統PSTN呼叫控制功能設計，只是傳輸模式由電路交換變成了分封交換；而後者是由IETF提出，其類似HTTP服務模式，偏重於程式應用設計，較其實際應用(如Web、E-mail)增加了信號和QoS的要求，兩個看似截然不同的技術，其所為的目的均是使即時語音資料無間隙於PSTN與IP網路互通，而整合語音、數據與多媒體通訊於以All-IP為基礎之統合網路；雖然All-IP網路在未來終將取代傳統電話網路，但PSTN畢竟還是目前最大的電話網路，不可能輕易就被新技術替換，故當前最重要的是要將此兩種協定與原有的PSTN介接，好讓PSTN用戶也能經由IP網路來傳送資料、多媒體，其中的關鍵所在即是閘道器(Gateway)之設計。
VoIP閘道器主要的功能是在PSTN與IP網路間信號控制之調適與即時資料之調適，使傳遞中的語音、多媒體資料能悠遊於IP網路與PSTN兩大網路之間；在本篇論文中主要是探討H.323和SIP這兩種VoIP協定與PSTN相連接時的Gateway架構究竟有何不同之處及其相互之間的信號格式轉換方式為何，當然，諸如在各個網路架構中的相關協定、通話流程...等，在本篇論文中也都會詳加探討。
