The groundwater recharges area in Chou-Shui River alluvial fan split up to ChangHwa area and YunLin area. The most recharge water resources in YunLin area are located at Tou-Liu hill. The best place of Yun-Lin groundwater recharges area should be located around at the Kukeng、LinNei and Touliu area. Using the water storage on ground to increase amount of the groundwater recharges. To achieve the purpose of effective groundwater recharge in YunLin Hsien. According to the ways of getting the land and water source, this paper have some projects. We Consider about the acquisition of land, overall benefits and water source, then we choice a public land at Ma-yuan section (belong to Taiwan Sugar Corporation) for the man-made lake project. There is 4.7million tons designed capacity in this lake. Use the residual water in Chou-Shui River and the residual water in Touliu Canal extending section and the residual water in nighttime for the man-made lake storage water source. According the analysis in this paper, we can get water 33.93 million tons by JiJi weir. It can recharge 29.18 million tons water per year. Evaluate the cost-benefit developing man-made lake by above terms. We need the total construction cost about NT 2.79 billions if we get the land by levying and manage the water by adjusting. For man-made lake construction, the benefit of sand and stone is NT 0.928 billions. The earning-price ratio will be 1.26(highest to 2.37) compare with the benefit of selling raw water. The other hand, we need the total construction cost about NT 2.11 billions if we get the land by co-developing and manage the water by adjusting. Consider about the ownership of land, it will cause many trouble at benefit sharing in joint-development. Especially, complicate relationship in right cause earning-price ratio dropping. Accordingly, the best way we suggested is levying the land for man-made lake.
