本研究旨在探討2000-2004年度20所台灣高教體系私立大學的辦學績效及跨期生產力變動趨勢,期能提供高等教育管理者作為績效管理之參考。本研究採確定區域模式分析辦學績效,以交叉效率模式評量出最佳辦學績效的大學,採對比模式比較一般私立大學與宗教性大學的績效,最後應用麥氏指數分析各校辦學生產力變動趨勢,研究發現:(1)私立大學辦學平均整體效率為90.91%,平均純技術效率為95.86%及平均規模效率為94.88%,平均成本效率為93.30%,平均教育產能效率為94.55%; (2) 五年均達固定規模報酬有三所,規模報酬遞增有四所,規模報酬遞減有一所;(3) 一般性私立大學辦學績效優於宗教性私立大學;(4)元智大學、實踐大學、大同大學五年平均CEM值為100%,此三所大學為最佳辦學績效;(5)所有學校五年平均總因素生產力均呈現衰退。
The purpose of this study is to assess the higher education performance and productivity developments of 20 Taiwanese private universities over the time period of 2000-2004. Assurance region data envelopment analysis is used to assess the university performance, cross efficiency measure (CEM) is used to identify the best practice, bilateral model is employed to compare individual private university with religious universities, and Malmquist Index is utilized to explore productivity changes in the sampled universities. The results of this study indicate: (1) average technical efficiency, pure technical efficiency, and scale efficiency of the private universities are 90.91%, 95.86%, 94.88%. respectively; average cost efficiency is 93.30% and average educational capacity efficiency is 94.55%; (2) over the years of 2000-2004, three universities experienced CRS; four universities experienced IRS; and only one university experienced DRS; (3) individual-supported and business-supported universities outperformed religious universities; (4) according to CEM scores, Yuan-Ze university, Shih Chien university and Tatung university are best practices that these three universities had a CEM efficiency score of 100%; (5) in average, all of the sampled universities had negative changes in total factor productivity.
