隨資訊時代的來臨資訊技術的日新月異，於是開啟了戰場訊息數位化技術的研發，而在有了龐雜的數位化的戰場情資後，為有效管理數位化戰場情資與加速情資處理，於是產生資訊管理系統的需求。雖然國軍目前已陸續發展訊息數位化系統與資訊管理系統，但目前砲兵各階層指揮所開設之作業程序複雜且所需設備多元，造成作業費時費力外，也衍生出管理上的問題。為符合砲兵戰術、戰法之需求，達到快速完成戰術指揮及火力運用之目標，發展輔助決策系統來達到目標分配最佳化已成為刻不容緩的要務。
戰場資訊系統本身需具有快速設置、易於操作之特性，尤以系統的可攜性與網路化被視為重要的需求要素之一。在參閱有關文獻和資訊技術文件以及學習相關知識後，研究者認為應用「專家系統」理論和方法，來開發戰場資訊系統，應是達成上述目標之最佳選擇。
故本研究應用「專家系統」的觀念、程序、方法及其相關技術於砲兵目標目標價值分析知識的運用，並將專家系統的知識庫建置分成知識抽取、整理、應用與更新等四階段。亦即以目標分配過程中「目標價值分析及火力分配」所須之知識為對象進行管理與分析，目的在以專家系統的觀念將已外顯之目標價值分析知識予以正式化與整合、完成知識庫建置。此外本研究以Visual Basic 6.0為系統撰寫語言，建置一「目標分配最佳化輔助決策」專家系統，並分析專家系統介入現行作法前後所獲目標價值分析及火力分配之品質差異。
本研究之貢獻為調整現存目標分配之程序與方法，將之用於目標價值分析知識的正規化；其次為整合之正式化目標價值分析及火力分配知識，可作為智慧型決策支援發展所使用；其三為可迅速達成目標分配最佳化。同時本研究也將知識管理之觀念落實於實務中，更進而生產一套明確之方法與程序，希藉此研究提供砲兵部隊與學術領域參考。

With the advent of information era, the drastically changing information technology opens the door for the research in digital technologies of battlefield information. To deal with a huge amount of complicated digital intelligence information, the need of an effective end speedy information management system ensued. At present, the military has developed digital information system and the related management system in succession. However, the procedure of Army artillery to set up command post of all stratums is very complex and needs many equipments as well. It is therefore very time-consuming and causes many problems in management. To meet the needs of tactics in Army artillery, an assistant decision system to perform the optimization of target assignment in tactics command and weapon system application is desperately.
Battlefield information systems need to be set up quickly and manipulated easily. A special key feature of the systems is mobility and network operability. After surveying the relevant papers, documents and information technologies, expert system seems to be the best choice to implement this system.
The concept, procedure, method and relative technology of expert system is used in the artillery target assignment procedure. Besides the knowledge database is built by four steps: acquirement, arrangement, application and update. In words, the knowledge of target value and weapon assignment needs to be analyzed and built. The destination of expert system in this research is to provide formalization and integration of the database. On the other hand, Visual Basic 6.0 is used to build an assistant decision system and to analyze the different quality obtained from the former systems.
The first contribution of this research is to modify present procedure and to build the database to formulate the target value analysis knowledge. The second is the integration of the database to be a smart decision assistant system. And the third is to perform target allocation quickly. At same time, we have fulfilled the concept of database management in daily works. It is hoped that this research may make significant contribution to the military.
