探討政府在考慮廠商對TAA政策的反應及廠商成本後，如何決定一個最適的調整協助津貼和法定資遣費；在第一步的基礎上，分析廠商是否決定進行遊說以獲取TAA補助，並計算遊說廠商和非遊說廠商之最適產量，最後還進行了比較靜態分析。命題主要包括在TAA政策和法定資遣費均內生給定情形下或僅是TAA政策內生給定情形下，TAA政策和法定資遣費對兩家廠商續留人數、產出、利潤及市場價格的影響。
