本研究係利用台灣1990年和2000年戶口普查原始資料和經濟部投資審議委員會的華僑與外國人投資統計年報，目的描繪過去到現在外資投資台灣這樣資本流動的情形是否會影響專業外籍人士來台的概況。本研究的重要性在於描繪出過去和目前在台的專業外籍人士的概況，可以讓我們瞭解需要再爭取何種人才及制訂切合台灣吸引技術人才的移民政策，提高來台專業外籍人士的數量。本研究的主要發現是：（1）八0年代到九0年代為台灣工業轉服務業經濟結構轉型的階段，專業外籍人士也會因經濟結構的轉變，來台的專業外籍人士從過去的工業朝向服務業發展；（2）來台的專業外籍人士地理空間的分佈主要集中於都會區；（3）從經濟部投資審議委員會的華僑與外國人投資統計年報資料中顯示來台投資的外商主要集中於美國、日本和新加坡，專業外籍人士也主要以這幾個國家為主；（4）來台的專業外籍人士主要是男性、青壯年和已婚者為主要的人口組成，但年齡組成有年輕化的現象。

This research is based on the data of 1990 and 2000 Taiwanese Population Census and statistics on approved overseas Chinese and foreign investment by year of Investment Commission, aiming at describing the flow of capital to examine how the skilled immigrants are affected. The importance of this research is to analyze the different situations of the foreign skilled workers in the past and at present. Hence, this research can help clarify the need for skilled workers and establish the appropriate immigration policy to attract those workers. The conclusions are as follows: （1）During 80s to 90s, the period of economic reconstruction, the foreign skilled workers tend to transfer from the manufacture to service industry. （2）The distribution of foreign skilled workers is mainly in metropolitan areas.（3）Statistics on approved overseas Chinese and foreign investment by year presents that the capital of foreign business is from America, Japan and Singapore; therefore, the foreign skilled workers are also from these countries. （4） Foreign skilled workers are mostly young, married males.
