本研究旨在探討美國高齡者中心辦理學習活動。其主要目的有三:1.探討美國高齡者中心的成立背景與發展。2.探討美國高齡者中心學習活動的辦理。3.歸納美國高齡者中心學習活動的特色及相關問題的省思,以提供我國辦理高齡者教育之參考。
本研究主要採用「文件分析法」,文獻主要搜集從1971年至2006年美國高齡者中心辦理學習活動之情形,蒐集的資料包含碩博士論文及期刊、書籍、網站訊息、電子郵件,進而探討高齡者中心的發展背景、課程、服務及特色等。研究者進行資料嬝版M整理,歸納美國高齡者中心辦理學習活動的特色:
一、高齡者中心提供殘障或弱勢者學習活動的機會
二、國家老化會議引領高齡者中心之發展方向
三、不同組織類型的高齡者中心服務不同社經的高齡者
四、機構成員及師資來源以志工為主
五、提供多樣性服務而吸引高齡者參與
六、師資來源多樣化
七、授課方式採課堂教學為主
八、高齡者中心提供課程種類範圍眾多
九、高齡者中心的活動經費主要來源為政府單位補助

經由上述特色,歸結幾點建議以供政府單位、高齡教育機構和高齡者本身作為參考:
一、對政府單位的建議
(一)政府立法提供經費支持高齡者的課程
(二)政府應重視弱勢族群的高齡者教育
(三)設立專責單位統籌管理高齡教育相關機構
二、對高齡教育機構的建議
(一)建立不同弁鄋滌秈眭戔虼|機構
(二)善用高齡志工資源
(三)提供多元化課程
(四)學習活動辦理方式多樣化
(五)機構應了解高齡者學習需求,規劃適當的課程
(六)高齡者應建立正確目標
(七)高齡教育機構應架設網站,公布所有資訊,俾讓高齡者了解
三、對高齡者本身的建議
(一)高齡者主動參與學習
(二)投身志工,辦理高齡學習活動,為高齡者服務
Goal of the Study:
The major goal of this investigation was to analyze the conduction of learning activities in
Senior Centers in America. There were three main parts:1. Explore the background and development of Senior Centers in America. 2. Explore the methods of conducting learning activities in Senior Centers in America. 3. Summarize the features and related problems of learning activities of Senior Centers in America

The main method used in this study is through analysis of documents. Those documents collected the implementation of learning activities in American senior centers from 1971 to 2006. Data collected include master thesis, dissertation, journals, information on the Internet and e-mail. Through the analysis of documents, the study discusses the development, curriculum, services and characteristics of American senior centers. Through reading and sorting the literatures, researcher concludes characteristics of American senior centers as the following:
1. Senior Centers provide learning opportunities for the disabled and minority.
2. National Council on Aging oversees Senior Centers’ direction of development.
3. Different types of senior centers provide service for elders of different social status.
4. The source of staff members and teachers are mainly volunteers.
5. Offer diverse services that lure elders to attend.
6. The source of teachers is diverse.
7. The classes are conducted mainly through lectures.
8. Senior Centers offer different kinds of programs.
9. The U.S. government subsidizes senior centers.
According to the characteristics mentioned above, the study provides suggestions to the government and elderly education institutions in Taiwan.

Suggestions for the government:
1. Pass legislation to support the senior centers.
2. Pay attention to ethnic minorities.
3. Create a bureau which oversees senior centers.

Suggestions for elderly education institutions:
1. Establish senior centers of various functions.
2. Utilize the resources of elderly volunteers.
3. Provide different kinds of programs.
4. Provide diverse ways of conducting learning activities.
5. Understand the elders’ needs and plan for appropriate programs.
6. Set clear goals.
7. Set web-site that provides information about the institution to the elders.

Suggestions for the elders:
1. Actively involve in learning activities.
2. Volunteer to conduct elder learning activities to benefit others.
