The military family dependents service began in 1943 in Taiwan. In the early stage when government moved to Taiwan, in order to settle down these dependents, the government has received remained dependents houses from Japan. The Military of National Defense has tried to raise funds to build military family villages for military officers. Currently, the economic has been well developed in Taiwan, these old military family villages are the falling behind area of the city.
In order to look after military family dependents, speed up the renew of old military family villages, improve the living quality, increase land economic benefits, help local government to obtain public facility site, and modify city landscape, the government has published “Old Military Family Village Rebuild Operation Key-points” in May 30, 1980. Since this law was not well considerate, part of the military family villages can not be rebuilt on time, therefore, “Old Military Family Village Rebuild Regulation” has been announced in Feb. 5 1996 to speed up the rebuild process of the military family villages.
In the beginning of the execution of the regulation, the Military of National Defense has announced the “Rebuild Operation Flow”. However, the Taipei city has face the problems such as site selection, volume shift, integrating of inhabitants desires, site land purchasing and dividing, urban planning modification, urban renew, and capital raising. Therefore the operation flow must be modified to gain a reasonable standard operation.
This study has compiled the specialists with 2 and more years experiences as experts. The interviewing, questionnaire, statistics and analysis are used to verify the proposed operation flow of this research. Proposed regulation can be used to renew the old military village, improve land economic benefits, reduce operation schedule, and save resources.
