Ever since government’s banning on the set up of new banks and foreign banks have been removed, the quantity of domestic banks increases a lot under a non-changed domestic financial market; therefore, an oversupply phenomenon is unavoidable. Each financial organization, in order to draw customers’ attention and increase its own market share, thus launches a lot of measures to the market. Under such bad domestic environment and Asian Financial Crisis as well as economic recession, the credit checking and underwriting quality of each bank thus become lower and lower and the overdue loan becomes more, a serious financial problem is waiting to be solved. Therefore, in order to break through the dilemma, to reduce the proportion of overdue loan, to reinforce credit checking and underwriting quality as well as to enhance market competitiveness, the idea of “regional center system” is thus widely adopted.
In this study, Taichung Bank, which set up a regional center in order to solve the above-mentioned problems, is used as a research target. First related questions are designed by using questionnaire survey method in order to perform investigation and understanding on personnel of that bank and the investigation results will be analyzed. Meanwhile, the time period of the performance evaluation for this study will be two years before the setup of the regional center, that is 2000~2001 and two years after the setup of the regional center, that is, 2003~2004, the effectiveness of the setup of regional center will then be judged. In this study, questionnaire survey will be the main tone, the research target will be personnel in the Taichung Bank, meanwhile, on-site visit will be assisted with research target the customers of this bank. Moreover, traditional financial proportional method will be used for comparison and analysis for that period of time. The evaluation indexes will be financial structure aspect, operation and management capability aspect and profit-making capability aspect. Furthermore, the nationwide bank averages will be used together to prove the existing value of regional center in term of reducing overdue loan, enhancing performance, enhancing credit checking and underwriting quality. However, regional center is not of omnipotence, the key to its success or not is whether the management level provides full support or not.
Conclusions of this study: 1. After the setup of regional center, professional capability and open process are highly required in the operation; this really helps to enhance credit checking and underwriting quality and to reduce credit checking and underwriting risks. 2. The setup of regional center does help to reduce overdue loans. 3. The key issues after the setup of regional center are to reduce manpower cost and enhance service quality. 4. The existence of regional center is really necessary; however, its performance is still needed to be enhanced.
