高科技建廠專案雖屬營造工程的一環,卻與傳統營建施工的內容與方式有相當的差異,係因廠房結構體均屬大型、挑高並且空間佈置複雜,加上施工要求施作精準、承包商眾多又作業介面複雜,使得工程困難度頗高、職災頻仍,本研究目的主要就安全角色、安全績效及安全經濟探討高科技廠房的施工安全改善策略。
本研究成果,引用限制理論的思維邏輯方法為基礎,藉其思維流程步驟針對高科技建廠營建安全的問題,提出改善思維。藉以提供高科技建廠專案人員對於施工安全的角色與安全責任有更清楚的認知,利用施工安全績效評估項目定期自我評估,以作為安全改進重點的參考。此外,提出「管理參與」及「成本內部化」的概念,使得安全管理與資源運用能更有效益,並將意外成本轉嫁由企業承擔,讓管理階層願意配合進行安全投資,循環改善施工機制以降低工作意外,達到施工安全的目的。
High-Tech construction is rather different to the traditional phase. Constructions with large-scale, tall, and complicated lay out are considerably difficult, accidents happen frequently. Especially, when precise fabrication, complex integration with multiple contractors and interfaces are met to fulfill the needs of the design. The main purpose of this study is to improve construction strategy in building high-tech structures, based on safety role, performance, and economics in safety issues.
The main purpose of this study is to improve construction strategy in building high-tech structures, based on Theory of Constraints. Based on the research, stakeholders would clearly identify their roles and responsibilities in the safety issues. With applying safety evaluation, safety performance would make improvement if necessary. Moreover, "managed participation" and "cost internalization" are proposed. These concepts could be utilized to more efficiently use the resources in safety management and transfer accident costs from society to the companies, such that managers would willing to invest resources for safety improvement. At last, it would be actively used for sustained improvement to further achieve construction safety.
