本研究的構想是源自筆者長期在社區之觀察及反省，發現社區活動中心使用狀況值得深入探討。台灣在戰後重建並接受聯合國之援助，且朝社區福利化的方向建設社區，這是60 年代由聯合國提倡，讓民眾可以有效利用社區活動中心軟、硬體等設施舉辦些公益性的活動，並吸引民眾參與且透過藝文活動，影響民眾的視野與思想，增強民眾對社區中心舉辦任何活動參與的意願、提昇民眾的生活品質。本研究以Rawls 之公平原則、正義原則、自然機會、責任原則、監督管理、訂有規定六項指標來檢視社區活動中心使用情形。故本研究將以橫斷式調查法，針對社區發展協會領導階層進行質性訪談，來研究了解社區活動中心目前使用之現況。探討社區中心未能充分被利用、發揮弁鄋滬鴞]。同時也配合政府於期待福利措施和軟、硬體等公共資源應稟承公平、正義原則重新分配到使用者身上，同時讓未來社區活動中心的弁鄐]配合政府，在民國94 年提出台灣健康社區六星計劃，於社區總體營造服務架構中發揮幼纂C研究結果顯示，有四座社區活動中心充分利用設施，使用活動中心大致符合公平、正義原則。社區活動中心弁遄A未來民眾認為應朝社區照顧的方向發展，提供使用者所需之服務。

The construction of this study was sourced from the author’s long-term observation and introspection in the communities and it value to research deeply the utilizing situation of community center. Taiwan had received the financial aid to reform its community toward to the welfare communization after 2nd world war. This project was advocated to proceed by UN for acting the rule of fellowship and communication among the people in the community. The residents would participate happily in various activities which offered by the community centers and would expect to utilize the facilities of soft and hard wares of community centers for learning more experiences and for molding their character that would make the residents to enlarge their overview and thought from the activities participation then promoting the quality of their life. This research will examine the situation of facilities utilization of community center according to the six targets of Rawls’ fairness, justice, natural opportunity, responsibility, supervision as well as contract principle. This research design and methods are based on descriptive statistics, cross-section investigation and qualitative interviewing among the leaders of community developing association to understand the community center present situation of employing for revealing the factor of center less consequence and filled-use. Therefore, dependence on principle of reallocation in measure of welfare and the public resources of hard, soft ware for the users in the community centers will be taken fairly and justly, we also expect to work with public sector’s plan of six sigma in Taiwan healthy communities to effort the efficiency on community promotion model in 2005.. According to the outcome of this research, we had founded out there are only four communities being utilized efficiently on their facilities fairness and justice. In perspective desiring to use community centers, the residents expect to see the “care in the community” to offer the service for needs in the near future.
