前言:社區能力對於社區發展、永續經營、健康促進及疾病預防相當重要。台南市部分社區由於善用社區能力,表現突出,而獲得市政府及中央所頒發的各種獎項。本研究目的即是探討影響台南市社區獲獎與未獲獎之相關因素,以及進一步探討影響因素的內涵。

方法:本研究引用民國93年台南市健康城市計畫所發展之『健康社區自我評估表』,蒐集台南市232個里的社區能力相關資料檔,包括:社區環境、社區組織與社區活力三部分。首先描述社區獲獎之分布,然後以t-test 檢定有無獲獎之社區能力分數;接者以卡方檢定領導人基本資料與社區表現之關係,並利用邏輯式迴歸找出影響社區表現之因素。最後,運用質性方法深度訪談社區領導人,了解影響社區表現背後的內涵。

結果:結果顯示社區環境對社區獲獎毫無影響。邏輯式迴歸分析發現社區組織中的義工組織隊數、領導人之性別,是影響社區是否有表現的主要因素。質性訪談中發現,居民若願意為社區服務,確實有利於社區事務的推動,譬如環保義工有助於社區獲得相關獎項。而女性領導人所帶領的社區,較容易帶動女性志工加入,且女性志工較能帶動家中男性加入義工組織,增加社區中自願服務的人力資源,提昇社區能力。

結論:本研究結果推翻過去社區領導人認為一定要有活動中心才有助於社區發展的論點。事實上,影響社區表現的重要因素是社區活力。社區活力最重要的是居民的參與,
如組成義工組織協助社區。女性領導人由於身段柔軟,不僅對內吸引更多居民參與,對外也易於與其他團體交涉,獲得資源。有表現的社區,對於如何吸引居民加入義工組織,並且維持義工組織的運作,使其永續經營,相當用心。對於沒有表現的社區,本研究也提出其可能的問題,期盼政府相關部門給予協助,以建立社區能力。
Introduction:Community capacity is an important factor related to community development, sustainability, health promotion, and disease prevention. In Tainan, some communities have
built their capacity and won a series of awards from central and city governments. This purpose of the study was to understand factors associated with such award-winning as well as further correlates of community performance.

Methods:The dataset of community capacity collected from 232 communities in Tainan was used. The questionnaire was composed of three parts:community environment, community organization, and community vitality. The analytical methods included the description of award-winning communities, the comparisons of community capacity and characters of their leaders between winners and non-winners by t and Chi-squire tests. Also, logistic regression was applied to analyze the primary variables on community performance. Lastly, in-depth interviews were implemented to understand factors affected community performance.

Results:First, community environment was not significantly related to community performance. By the analysis of logistic regression, we found that number of volunteer team (OR=1.54, 95%CI: 1.01- 2.34) and gender of community leaders (OR=2.55, 95%CI: 1.03, 6.32) were the primary factors which affected community performance. After interviewing
community leaders, we learned that community volunteers are the positive contributor to community development. For example, the volunteers for environment cleaning usually help communities obtain awards. The feminine leader was more likely lead female residents to join the volunteer teams, and female volunteers were also earlier to persuade their spouse to participate in the organization. Because more and more residents participated in the volunteer teams, it increases human resources, and promotes the community capacity.

Conclusion:The results of the study do not support that there must be a community central building to help develop the community. In fact, community vitality is the significant factor to affect community performance. Gathering community residents to join the volunteer teams is the most efficient way to achieve community development. Female leaders are more likely to win awards because they not only attract residents to support community activities, but also help communicates with others, and gain more resources. In-depth interviews show award-winning communities has organized volunteer teams, and maintain the teams for a long time. We also find out the difficulties that non-awarded communities suffer. It suggests that governments need to consider some suitable approaches to assist such communities to build up
their capacity.
