本研究旨在探討我國技專校院學生學習成效評估機制層級結構及其相對權重,以及建置機制所需之實施策略,以作為學校、評鑑單位實施學生學習成效評鑑參考依據。
本研究方法為問卷調查法。經由自編問卷實施層級分析法及德懷術之資料蒐集與分析,獲致結論如下:
壹、一套的我國技專校院學生學習成效評估機制,包括機制目標、設計、執行及管控等四個構面、十三個準則和五十四個指標。
貳、學生學習成效評估機制功能除可作為教育目標、課程、教學、學生服務、經費分配、教師評鑑等決策依據外,亦可展現學校績效責任制、協助學生改善學習不足,以及提供業界所需質量皆優之人力資源。
參、建構學生學習成效評估機制除學校內部各層級教學、行政單位和教師等各項作為外,亦需學校外部之政府機構、評鑑單位、教育專業團體及產業界等作為。
肆、建構機制可能遭遇如:教師升等辦法不利教學與學生學習、缺乏外部標準化測驗、業界未能涉入、缺乏誘因、教育政策與學校辦學方向過度重視研究等問題。
The main purpose of this study was to construct the system of assessing Student Learning Outcomes (SLO) for Taiwan’s universities and colleges of technology. Such investigations can serve as a basis to future develop the university’s SLO evaluation system by educational authorities and follow-up research studies.
The study used the methods of Delphi technique and Analytic Hierachy Process. The conclusions are summarized as follows:
1. The system of assessing SLO includes 4 attributes, 13 criteria, and 54 indicators.
2. The functions of assessing SLO are to help institutions to assess students effectively, to facilitate students to achieve the learning, and to aid institutions to use the outcomes of assessing SLO to fulfill their purposes in effective teaching and learning, and educational effectiveness.
3. Two stratums’ involvements for constructing the educational quality assurance system of assessing SLO are university’s internal quality control mechanisms and external quality assurance systems, which include governmental authorities, accrediting bodies, educational professional associations, and employee institutions.
