近十幾年來,中國大陸的經濟快速發展,自從1979年實施經濟改革至今,已躍升為全球第三大進口國、第四大之出口國。在龐大商機的吸引下,逐漸成為全球企業主要海外投資國。
然而,在經濟改革之前,大陸對於外人投資有層層的限制,特別是與國家經濟發展息息相關的產業政策上,特別是大陸當局視為國家支柱的汽車產業。而中國大陸汽車工業迄今已發展50餘年,雖在各方面已具有一定基礎,但與其它發達汽車工業國家相較,大陸仍有一段不小的差距。而在1980年開放外資合資生產整車汽車,這一塊尚未完全開發全球最後一塊的汽車市場,也進入新的發展階段 。因此台灣的汽車製造業者在進入中國大陸後,無論在汽車製造或擴建通路,便是一門很重要的課題。
本研究觀察到,台灣與中國大陸雖屬同文同種,但整體經營環境差異甚大,因此將會使得台灣汽車業者受到大陸制度壓力的影響而反應在企業的經營。且中國大陸人治色彩相當深厚,且是一個相當重視關係的國家。而已有學者點出從制度理論的觀點的來研究中國大陸市場的相關議題。更有學者指出,中國的制度環境與西方的制度環境相當不同,並且有國家社會主義思想與強力的文化。因此對研究者而言,中國的制度環境在探討制度如何影響企業上,提供了一個寶貴的發展研究方向。
本研究應用制度理論來探討中華汽車在中國大陸轉投資的經營,並據此來推論研究的命題。研究結果發現,汽車業者在中國大陸的經營受到當地制度環境很大的影響,為了取得法規、規範、認知三大制度壓力的正當性及效率,應用了不同的回應策略。本研究之研究結果可以提供國內業者赴大陸投資參考之用,同時亦印證制度理論的觀點。
Mainland China’s economy recent ten years has developed rapidly. Since 1979 economic revolution, Mainland China, the third import and forth export nation, now is the main FDI country of the whole globe. This research observes that Taiwan and Mainland China have the same species and culture, but differs in entire institutional environment, especially Mainland China attaches great importance to the relationship. Some researchers have already studied related subjects of Mainland China’s motor market from the institutional theory and pointed out that Mainland China’s institutional environment is very different from West’s. This research applies the institutional theory to discuss the investment of China-Motor in Mainland China, and finds out that China-Motor’s investment in Mainland China is affected a lot by local institutional environment. China-Motor uses varied response strategies to get legitimacy and efficiency of institutional pressure of regulation, norm, and cultural-cognition. This research can be used as the reference for domestic car dealers investing in Mainland China, and prove the viewpoint of institutional theory.
