企業流程再造被視為是增加競爭優勢的利器,愈來愈多公司將顧客納入他們的企業流程中,希望藉此在發展過程當中提供關鍵的決定。績效指標往往影響了人員日常的所做所為,決定其所需的能力,然而,是否績效指標皆是著眼於顧客呢?為了回答這個問題,本研究以績效指標及人員能力為理論背景架構,將研究焦點放在:(1)績效指標的分析與設定對企業流程再造的影響 (2)人員能力提昇的具體內容 (3)績效指標分析與人員能力提昇在企業流程再造上的角色。
基於這樣的目的,本研究以國內某生產電源供應器上市公司為案例,使用績效指標分析、價值鏈涵蓋百分比、顧客導向程度等三構面分析檢視現行的流程(以新產品開發流程為例)可能存在的缺失。而後以PDCA進行流程再造,對流程中可能產生的失效作預防規劃,並重新定義部門人員能力之條件,除了以往的部門專業能力外,尚需學習品質工具與具備成本的觀念,使人員有能力處理流程中的失效,目的在使企業流程再造產生加乘效果。
本研究訪談四家電子業公司,以驗證本研究觀點,從訪談中,本研究得到非常正面的支持,肯定運用績效指標分析與人員能力提昇於流程改造的方式,將有助於促進公司績效與優化企業流程。
Business process reengineering has been considered as one of the key approaches to increasing the competitive edge. Increasingly, many companies are involving customers in their business process. This is done to provide input into key decisions in the development process. Performance indicators always affect personnel behavior and determine their necessary capabilities in doing their job. But whether entire performance indicators keep an eye on customer is a concern. To solve this concern, this research focuses on (1) the effect of performance indicator analysis and setting to business process reengineering and (2) the concrete contents of capability promotion of personnel (3) the role of analysis of performance indicator and capability promotion of personnel in business process reengineering.
This study takes a listed power supply manufacturing company as an case study, establishes three analytical and comparison dimensions, including “performance indicator implications”, “value chain coverage percentage” and “degree of customer-orientation” to survey its current business process (an example on NPD) whose some portions can be promoted. After that, this study apply PDCA to reconstruct current business process and redefines personnel’s capabilities to prevent potential failure in business process. That means some new skills, such as quality tools and cost concept, must be learned by employees to promote capabilities in order to solve failure in business process themselves. Capability promotion of personnel makes positive and multiple effects in business process reengineering.
The in-depth interviews with four enterprises in electronics industry in Taiwan were performed to verify the viewpoint of this research. From the result, very positive comments and conclusions were received that performance indicators analysis and personnel capabilities promotion are very beneficial in enhancing corporation performance and optimizing business process.
