自從美國911恐怖攻擊、台灣921地震、蘆洲社區縱火案、南亞海嘯、美國卡崔娜颶風等人為與自然的重大災害以後，目前全球政府組織除了更重視預防重大災害的發生與規劃更良好及制度化的災害處理程序之外，人們也在思考如何引進及導入新興的行動商務技術於救災黃金處理時間結束以前，即時的取得災害區域完整的災害動態影像資訊與核生化災害處理資訊，提供現場救災人員及各級政府機關救災指揮官員決策的依據與參考，提升災害現場及後台指揮調度官員的決策資訊的完整並減少人為與自然災害區域資訊不對等的因素造成的錯誤的判斷與決策，即時得且適當的調度與派遣最適宜的消防救災資源，以減少災害對國民生命及財產等權利的損失並同時降低危害國家及社
會正常運作的程度，提升政府消防救災管理效能，保障國民免於受到重大災害的危害與恐懼。

本研究首先推演出完整的消防救災作業管理因果回饋圖並建構出火災搶救派遣、災區熱能基模，再以台北縣政府消防局引進行動商務系統個案為例，修正行動商務系統後之火災搶救派遣、災區熱能基模。接著以時間延遲的研究假設推演出個案導入行動商務系統後對於消防救災管理的效益及對消防救災作業流程之影響，再修正導入行動商務後的消防救災管理因果回饋圖，引申出行動商務系統技術對消防救災管理的管理意涵及對政府主管機關的建議與後續研究的建議。

本研究希望藉由研究結果延伸Clarke(2001)行動商務系統的行動性、即時性及無所不在、客製化服務等四大特性，結合相關資訊系統等新興應用技術的方式達成1.以網絡效果(Network Effects)的方式加速行動商務市場規模的成長，2.以流程再造的方式改善電子化企業組織運作模式，3.以行動商務的商業模式提升電子化政府組織績效。

After suffering the American 911 terrorism, the South Asia tsunami, the American Hurricane and the Taiwan 921 earthquake , there are so much contrived and natural disasters to press the global governments and organizations in thinking how to provide more comprehensive procedures in relieving the victims of a disaster . Some researchers are also thinking about why not to use the idea “the mobile commerce”. The mobile commerce means some trained people to convey any seized and valued images or data at very soon time from the areas around the world. So, in executing the mission of reliving people, it is absolutely can to provide the commanders more and more complete and lately information or to support the fighters of disaster a better processing program. In the other ways, it also can avoid any redundant judgement in the disaster management.

As the case of the fire bureau of Taipei county government, we provide the dynamic system model which is using by time-step evaluation to construct the timing delay model of dynamic system. Furthermore, we lead the mobile commerce in the timing delay model for the procedure of the disaster management in the paper. We can find the effect and improvement of the disaster management with the mobile commerce. We also have revised the cause and effect diagram of the procedure of the disaster management with the mobile commerce. In this paper we know the significant of the mobile commerce to a grave disaster’s processing program . The mobile commerce deserves to the following research in the disaster management.
