有鑑於「跨代流動性」逐漸受到關注，教育與經濟發展有著密不可分之關係，且「公共教育」與「工資不均度」時常有所關聯。本文結合Iyigun(1999)與Maoz 和 Moav (1999)之模型設定，探討在公共教育體制下，跨代教育流動性與工資不均度如何演進，及兩者間之關聯性。本文研究結果顯示發現當經濟成長時，工資不均度會降低，表示經濟成長與工資不均度呈反向相關。另一方面，隨著經濟成長，在正常情況下，當增加提供教育服務的力量大過於從受教育父母處獲得對學術成就的利益時，跨代教育流動性會逐漸增加，且此時「工資不均度」與「跨代教育流動性」呈反向關係。此外本文亦探討長期恆定均衡下，最適所得稅率之決定。本文發現當受教育勞動所佔之所得份額愈小時，所須課徵之受教育勞動所得稅率可愈小，而對於未受教育勞動，不予以課徵所得稅則為最佳政策。

Due to that much attention has been paid to intergenerational education mobility, and the relationship between public education and wage inequality during the process of economic development, this paper combines the frameworks of Iyigun (1999) and Maoz and Moav (1999) to analyze the process of intergenerational education mobility and wage inequality, and the relativity of them in public education system. The paper shows that wage inequality between educated and uneducated workers shrinks during the process of development. Moreover, intergenerational education mobility increases during the process of development when the share of resources devoted to public education is large enough to offset the relative advantage of having educated parents in academic attainment. There exists negative relationship between wage inequality and intergenerational education mobility under the above conditions. We also examine the determination of optimal income tax rate. We found that the smaller income share of educated workers devoted to final output results in the smaller income tax rate of educated workers, and the best policy for the uneducated workers is no to levy tax.
