E-learning plays an important role in the knowledge economy age because of the development of multimedia, network and communication technology. Thus, learners enable to make use of related tools to serve to purpose of e-learning and obtain faster and further learning channels. E-learning is considered as a prominent tool for national competitiveness by many developed countries in the world. Government plays a behind-the-scenes role to drive e-learning by enacted related regulations and policies and by established more and more auxiliaries for e-learning developing. Any country wants to establish a leading position of competitiveness in the knowledge economy age, must start from lifelong learning, and e-learning will be the best tool to put into practice. As we know that e-learning has a powerful influence, how we use different kinds of characteristics of media (such as television, telecommunication and network) and how to integrate the differences between media under digital convergence environment has become an important issue. Firstly, we discuss the present day's development of e-learning in all media. Secondly, we take e-learning as a service and place it in a digital convergence environment, and lastly we develop a business model of e-learning that coheres with digital convergence age.
