隨著經濟全球化的腳步加快、資訊科技的迅速發展以及顧客消費習慣的改變等外在環境的變化,許多企業競相導入新的科技來提升其競爭力。同樣地,在供應鏈與物流管理領域中,如何順利導入新的技術,對於企業乃至於整體供應鏈持續提升運作效能,是一項相當重要的課題。因此,本研究試圖建立一套企業導入供應鏈物流技術之系統化決策分析流程,以便協助企業導入供應鏈物流相關之技術,進一步提昇企業之競爭力。
本研究分為兩大部分,首先,透過文獻回顧的方式找出影響企業導入供應鏈物流技術的相關議題,以及在各大議題下可能的評估準則,並利用模糊德菲法(Fuzzy Delphi Method)蒐集專家意見篩選共識值最高的評估準則,包括:「高階管理者的支持」、「部門間的溝通與合作」、「企業流程配合調整」、「明確的目標與策略」、「完善的基礎設施」、以及「專案成員具備良好的素質」等六項影響企業導入供應鏈物流技術之關鍵成功因素。其次,在導入方案的評選上,本研究嘗試改變以往研究分析對於多目標或多準則決策問題常隱含目標與目標間以及準則與準則間具有線性關係的假設,運用可處理非加法型特性的模糊測度與模糊積分法,以「條碼系統(Bar-code)」與「無線射頻辨識系統(RFID)」兩項供應鏈物流替選技術之導入為例,說明技術評選與導入之實際操作方法。
With the trend of globalization, many enterprises implemented new technologies to advance their competitive ability. In the field of supply chain and logistics management (SCLM), introducing the advanced technologies to a company and even for the whole supply chain’s operation is very important. Therefore, this study tried to establish a systematical method for enterprise decision-making process on introducing SCLM technologies.
In order to provide the guidelines for introducing SCLM technologies into an enterprise, this study can be divided into two parts. In the beginning, this study reviews the literature on this subject and discovers five related criteria and twenty-two sub-criteria. Subsequently, we designed the Fuzzy Expert Questionnaire based on those twenty-two sub-criteria and applied the Fuzzy Delphi method to find the key success factors (KSFs). The KSFs of enterprise introducing and adopting new SCLM technologies into business process include: “Top Management Support”, “Communication and Cooperation between Different Departments”, “Business Process Reengineering”, “Concrete Goal and Competitive Strategies”, “Solid Infrastructure” and “Good Quality of Project Team Member”. Secondly, two alternatives including Bar-code system and Radio Frequency Identification (RFID) were evaluated. In the past, researchers used Analytic Hierarchy Process (AHP) to solve multiple criteria decision-making problems. However, one main limitation with AHP was that it assumed that criteria are independent and this hypothesis made the decision process inherent defective. Hence, this study applies the Fuzzy Measure and Fuzzy Integral method to surmount this limitation.
