無論在那個年代，那一種政治體制之下，政府與人民之間的關係，如同父母與子女的關係一般。政府應該盡到照顧人民的責任，主動為民眾謀求福利。因此，一旦政府沒有盡到照顧人民的責任，無法滿足人民的需求，民眾對於政府的信任程度便會降低，對於自己是否能夠影響政府決策也感到懷疑。此時，民眾在心理上會產生一種疏離的感覺，他們對於政治是感到失望的，對於國家的將來，也是抱持悲觀的態度。
  本研究的目的，便是觀察在政黨輪替之後，民進黨執政第一任期期間，民眾的政治疏離感變化。文中，我們運用選民的政治效能感與政治信任感建構了「政治疏離感綜合指標」與四種「政治疏離感選民類型」，然後觀察在2001年與2004年期間，民眾的政治疏離感變化，並分析影響民眾政治疏離感的因素為何。
  最後，我們發現，從2001年到2004年期間，民眾的政治疏離程度有上升的現象。其中，認同選民在2004年下滑近10個百分點，疏離選民則是上升近10個百分點，而憤世選民與冷漠選民在這三年期間，比例的改變則不是很明顯。

Time goes by, in a range of political systems, the correlation between the government and the people can be recognized as intimate as the relationship between father and son. Either taking care of the people or concerning about what the people needs are duties of the government. Not surprisingly, it can be thought that the less responsible a government has, the more mistrustful people are. Further more, the people think that they cannot influence the government’s policy along with suspicious feelings. Accordingly, disappointment to the politics and worries to the country’s future of people have been raised by the alienated distance between the people and the government.
This work aims to examine how the first DPP’s government leading has come at the change of people’s alienation. It establishes the “political alienation index” and four “political alienation categories” with people’s political efficacy and political trust. Moreover, between 2001 and 2004, the change of “political alienation index” and “political alienation categories” will be observed in depth. What aspects influences people’s alienation to the government is an emphasis in this work. 
As a result, it can be concluded as follows: 1. the people’s alienation raised between 2001 to 2004; 2. the percentage of identical voters was down to 10% in 2004; 3.the proportion of alienated voters grew up to about 10%; and 4. the percentages of cynical voters and the apathy voters hardly stayed changeable in 2004.
