During the period governed by Japan, Taiwan governor-general palace promoted the colonial policy actively and intended to build Taiwan as a springboard for Southward Policy by finishing a lot of basic constructions. Taiwan therefore passed through the transition to the industrial society from the agricultural society. Regards the construction site of Sun-moon Lake hydroelectric power plant among 1931~1934 as the background, this thesis is to mainly investigate how Kjima (one of the constructors) overcame the abominable environment, shortened the time limit and completed the project smoothly in the course of engineering. The chief of the plant, Mr. Watanabe Kisaburou, at that time insisted on letting the labors worked under a stable environment, devoted to improving the security and sanitation, and paid attention to the facilities of the meal cooking and entertainment. Such munificent welfare measure brought great influences on the same business afterwards. After construction is finished in the Sun-moon Lake hydroelectric power plant, Taiwan can develop industry because of sufficient of electricity. In conformity with industrial development in Taiwan, building a second hydroelectric power plant in a short time will expedite Taiwan to achieve the goal of springboard for Southward.
