國軍近年來由於戰略環境演變及國防資源受限，為了提高軍事投資預算與作業維持費用，結合「軍事事務革新」策略規劃推動「精進案」，以減少國軍員額並有效降低人員維持費用，向量少質精之現代化部隊邁進；國軍各部門因應人員大幅裁減而業務量未減輕的情形下，積極開發資訊系統以提昇作業效率，然而在作業流程尚未達到標準化及合理化，加上使用者的需求確定困難的情形下，導致所開發出的系統未能夠符合使用者的需求，造成系統開發愈多使用者工作量愈大，最後系統只能束之高閣，形成投資成本浪費。
本研究以預算管理系統為主題，希望能藉由架構方法論，探討國軍預算管理系統之流程及處理邏輯，並透過架構方法論引導使用者完整描述其需求，建立技術人員和使用者之間溝通的橋樑。為考量國軍單位的適用性及未來整合的問題，研究過程中，將目前已成功的運用在美國國防部及美國政府組織內的架構方法論：美國國防部架構框架（DoDAF)，導入國軍預算管理系統分析領域中，並使用Popkin SA軟體工具以IDEF結構化分析方式，發展作業觀點（Operational View)的架構產品，完整建構全方位模型，提供國軍建立需求分析專業能量之參考，並冀望將研究成果作為未來組織流程再造的依據。

ROC military has been facing not only the change of ruses of war but also the shortage of defense resource over the past few years. The purpose of Revolution Military Affair (RMA) is to trim and streamline the military organization while maintain a certain level of quality. Under this circumstance, a massively information systems need to be built up so that the operations would be on the way to reach the efficiency. However, the system of operation has not been regulated in a standardization and rationalization way yet. In this thesis, the DoDAf, which has been used successfully in Department of Defense and government departments of U.S.A., is introduced at first. The R.O.C. military budget management system is used as the case study.
