在全球資訊服務產業的風潮中,網際網路的興起具有推波助瀾的效果,不但改變了過去資訊傳遞的模式,大幅改善資訊傳輸的效率,也使得組織溝通更為彈性化;除了藉由網路打破空間的實體障礙,使遠距工作與全球運籌的理想也得以實現,更有助於資訊服務產業全球化與國際化的發展。而資訊服務產業在產品或服務具有高度數位化可能性的特性下,藉由網路更能無遠弗屆的傳遞。電子商務的興起對於相關軟體、系統平台的需求殷切,更使資訊服務產業興起一片榮景。

而台灣的資訊服務業隨著國際化的趨勢與全球化時代的來臨,將面臨比以往更為嚴峻的挑戰,如何能夠經由創新與突破、以及策略的運用,使企業組織得以獲得成長,將是企業永續經營的先決要件。面對快速變化的時代,變革與創新已成為組織成長的必經之途;企業唯有結合組織變革與創新之策略,才能建構其競爭優勢。

本研究欲探討企業創新策略與組織變革之間相互影響資訊服務產業間的競爭優勢關係,將整體研究構面以「創新策略」、「組織變革」與「企業競爭優勢」三大部分作為本研究架構,探討創新策略與組織變革如何影響企業的競爭優勢。針對六家個案公司,將訪談相關資料整理後,進行個案的研究與分析。此外,就影響層面進行分析與比較並且概略性發展出資訊服務產業中各公司競爭優勢相關的命題。

以下是本研究之相關命題:
一、資訊服務業廠商若其採取的創新程度愈高,則該企業所擁有之競爭優勢就愈多。
二、資訊服務業廠商對於在實施組織變革上之幅度愈不激烈,則其變革之效果就愈好。
三、資訊服務業廠商在進行創新活動時,必須配合組織變革的實施,才能使企業擁有更佳之競爭優勢。
四、企業若是所擁有之競爭優勢愈多,對其組織之經營績效與成長率愈佳。
五、企業在進行創新或變革活動之時,若有高階管理者的支持,其所獲得的成效較佳,也較能具備更多的競爭優勢。

根據本研究所進行的個案探討與分析,所彙整出的研究結論得知,資訊服務產業中的廠商欲提升其企業競爭優勢,可以藉由採用不同的創新策略,以及進行組織的變革達到其目的,姑且不論其成效與影響程度如何,但是在企業營運的實務上,的確可以透過這樣的方式來突顯其優勢之所在。

因此,資訊服務廠商需要注意的是,企業具有競爭優勢,並不代表營收一定會持續成長並獲利,而要不斷藉由創新與變革的手段,來增加其經營上的優勢,以長遠的眼光來看,藉此達成永續經營之目的。

組織變革對資訊服務業而言,是持續不斷進行的過程。組織中的成員必須理解「變革」就是企業的利基點與生存之道,公司的組織文化就是充滿創新求變,能與所處環境快速變化的特性相符合。由此可知,組織變革的進行必須要與創新相互配合方能順利達成預期的目標。如何利用正確的創新策略,以及完善的組織變革管理,以建立起企業的競爭優勢,是資訊服務業在充滿不確定因素的多變環境中尋求生存、提高競爭力的不二法門。
According to the trend of the global information service industry, the increase of Internet use has a result of adding fuel to the flames. Not only the way of the information transmission changed in the past, but also the transmission efficiency improvement by a wide margin, both of them are the keys to reach best organizational communication ever. New technologies have greatly contributed to information service industry's globalization as well as the development of the internationalization, and break the distance barrier. The rise of E-Commerce requires new software and system platforms as a result to look forward to a brilliant information service industry.

Owing to the global trend, Taiwan information service industry is facing severe challenges ever. The key elements that make enterprises grow up continuously will be innovation, breakthrough, and strategy. Especial in the fast changing business era, change and innovation become the essential way to grow up. Enterprises combine the strategy of organizational change and innovation will be able to build and construct its competition advantages.

This research tried to study how enterprise's innovative tactics and organizational change influence its competitive advantage, and find the cross-relationships between three major parts: “Innovation Strategy”, “Organizational Change”, and “Competitive Advantage”. By conducting case study on six companies, and analyzing the collected information based on the influence of three major aspects, we reached following propositions on this research:

1. If its innovative degree adopted is the higher in the enterprises of information service industry, the more competition advantages which this enterprise has are.
2. As to the thing that the managerial range of organizational change implemented is the gentler in the enterprises of information service industry, the better its result improved is.
3. The enterprises of information service industry is while carrying on the innovative activity, must cooperate with the implementation of the organizational change, and could make enterprises have better competition advantages.
4. If more competition advantages the enterprise had, the better management performance and rate of increase to its organization are.
5. While carrying on innovating or improving, if there is support of the high-order management in enterprises, the effect obtained will be good and more competition advantages will possess as well.

According to the research result from case study and analysis, we learnt that the companies in the information service industry are able to improve its competitive advantages by adopting different innovation strategies and organizational changes organized. Moreover, the innovation strategies and organizational changes must be optimized by collaboration.

For these reasons, the enterprises of information service industry must understand that competitive advantage doesn’t mean the enterprise will grow up and make a profit continuously; it will need constant innovation activities and organization adjustments to increase their management advantages.

The organizational change also must be constant process for the enterprises of information service industry. The members of the organization must understand that “Change” is the niche of enterprises and the way to survive. Once upon the organization culture is no fear of innovation and changes, the enterprise is capable of living in the fast changing business world.
