營建工程組織的不法及不倫理行為層出不窮,其不僅止於常耳聞的官商勾結弊案,衍生的災害(如崩坍、倒塌)更涉及勞工、環境及施工安全等問題,時常攸關無價的生命,造成如921地震中建齡僅數年的鋼筋混凝土大樓倒塌般的災害。因此,如何提升營建工程倫理實為當前值得深入探討之課題。
鑑於現今國內營建工程人員倫理道德提升效果有限,且未以組織角度進行探討,故本研究以「組織倫理氣候」及「舉發行為」方向切入,期能對營建工程倫理之改善有所助益。本研究針對國內各類營建組織成員進行抽樣調查,回收有效問卷共458份,並藉由階層迴歸及結構方程模式等統計分析方法,探討營建組織所存在的組織倫理氣候及其與舉發行為的關係,得到以下結論:
1.營建組織與一般企業組織同樣存有類似的組織倫理氣候類型,且以「法律與規則」為主要的倫理氣候。
2.整體而言,營建組織成員具內、外部舉發的傾向,且透過組織倫理氣候的建立,將有助於提升營建組織成員的舉發意圖,其中「法律與規則」氣候影響效果更是大於其他組織倫理氣候。
3.當組織倫理氣候越偏向正面,組織成員將越會進行內部舉發;且當組織成員有意圖進行內部舉發後才會有外部舉發的想法,或在內部舉發無法達到效果之下,才會選擇外部舉發組織不法。
除上述結論外更針對產、官、學各界提出努力方向之建議,如「舉發者保護」相關法規及組織團體之建立與組織內部舉發意圖的提升,期有效增進國內營建工程倫理。
Illegal and unethical behavior in construction organization emerges in endlessly. It not only contains the fraudulent practices of official-trader collusion, but also involves the security of labor, environment, and constructing. It often concerns about the invaluable life, such as the disaster of several construction year building collapse in 921 Earthquake. Therefore, how to advance the engineering ethics of construction is the valuable topic to discuss in further.
For the effect of engineering ethics of national construction is limited, as well as it doesn’t discuss it from the organizational view, this research aims at “ethical climate” and “whistle-blowing” to conduct sampling survey. There are 458 effective questionnaires. By the analysis method of Hierarchical regression analysis and Structural Equation Modeling, it discusses the relationship between organizational ethical climate and whistle-blowing existed in construction organization, and make the conclusions as follows:
1.Construction organization has the ethical climate dimension similar to ordinary enterprise organization, and the “law and rules” is the main ethical climate.
2.Generally, the members of construction organization have the tendency of whistle-blowing. The establishment of organizational ethical climate helps the members of construction organization improve the whistle-blowing intention. The effect of “law and rules” is greater than the other ethical climate.
3.When the ethical climate is more partial to positive side, the organizational members have more internal whistle-blowing intention. Once the organizational members have the intention to operate internal whistle-blowing, the thought of external whistle-blowing may come into being.
Besides the suggestion above, it also makes suggestion for the industry, government, and academe to expect to advance the engineering ethics in national construction industry.
