摘要
自1949 年政府播遷台灣，兩岸關係是在劍拔弩張且隨時觸動戰爭的狀況
下，致使金馬成為反共前哨，各項建設均以軍事發展為主軸，因時代的變遷兩岸
關係緩和，因此，在1992 年我國政府因兩岸局勢改變解除戰地政務，1994 年開
放金門觀光，揭開戰地的神秘面紗，給金門人民帶來了新希望，當2000 年3 月
立法院通過《離島建設條例》第18 條明訂「為促進離島發展，在台灣本島與大
陸地區通航之前，得先行試辦金門、馬祖、澎湖地區與大陸地區通航（通稱『小
三通』）」，為金門與大陸直接通航提供法源。復於兩岸交流已歷十餘載，雙方無論
在交往之形式、管道和層次均不斷地擴增。因此，在兩岸交流之主客觀因素皆已產生變
化，為避免法律規範與現實脫節，兩岸人民關係條例必須因應兩岸政經新局調整與修
正，以提升良性的互動關係。
金門隨著兩岸局勢緩和，駐軍逐年減少，在實施「小三通」後，其主要目標
是要達到「除罪化」與「操之在我」的目的。致使金門在政治、經濟、社會型態
產生了改變，對金門人民也造成了不少影響，現由於兩岸互動頻繁，金門地區人
民進出大陸投資、觀光、置產……等，造成經濟單向失血。因此，金門人民是否
有向大陸傾斜及影響地區安全，是值得注意與探討的。
從政治的角度言，中共與台灣間存在統獨問題，中共堅持「一國兩制」，我
國則堅稱「兩個政治實體」，故中共對我外交一直採取打壓的行動，企圖阻止我
為獨立主權的事實。但隨著「小三通」的開放，國人所面臨的是「兩岸直航」及
如何實施「大三通」的問題。在經濟角度看，著實在「小三通」後，金門傳統經
濟遭受衝擊，金門地區人民到大陸從事各項活動，有過熱的現象，久而久之，將
造成政治與經濟的傾斜，在社會角度看，雙方能組成聯防組織打擊犯罪與防疫工
作，共同維護治安。另在兼顧國家安全與兩岸和平發展的狀況下，雙方能有效協
調與規劃達成共識，以確保金門地區人民安全與福祉。如此，才是兩岸人民之福，
並能早日達成「大三通」之目標。

Abstract
Since 1949 the government moved Taiwan, the cross-Straits relations were in the
state at swords'' points and touching the war at any time. kinmen and Mazu has
become the anti-communism outpost, and constructions were developed with military
affairs as the main shaft. Because the changes of the two sides, the interrelation is
relaxed. Thus, it is released for the military affairs by the government and is opened
in 1994 for sight-seeing. Free visit and the opening the mysterious veils of the
battlefield has brought the new hope to people in kinmen at March 2000.The article
18 of the" subsidiary island build regulations " which is to bring about an advance in
subsidiary island " legislative organ, on this island and large of Taiwan, Before it open
up to navigation land area, whether must run as an experiment in advance kinmen,
Mazu, Penghu and continent area open up to navigation (generally called '' Three
direct links) offers the law source for kinmen and direct transport of continent.
It goes more than ten years already in both sides no matter in form, channel
and level of associating are increasing constantly. So, the main objective on two sides
has all already changed. For preventing legal norm from divorce from reality, the
people of two sides relation regulations must change and build in conformity with
new office, politics and economy in order to improve the relation Relaxation with
two side'' situation in kinmen, the garrison reduces year by year. After “Mini Three
Links”, its main goal is to achieve ''decrime '' with '' controlled by us '' purpose.
Therefore, the political, economic, social attitude in kinmen have changed, and caused
much influence on the people in kinmen too, because two sides are frequent
interacting now. It is noteworthy to pay attention to the single way of people pass in
and out the continent and make the investment.

In politics, there are unification and independence issues between Taiwan and
China. The Communist Party of China adheres to '' one country, two systems '' We
insist '' two political entities '' firmly. So China adopted actions to hit our diplomacy
all the time. It is a fact of the independent sovereignty. However with '' three direct
links not little '', our people face compatriot '' between two sides through transport '' and
the questions of '' the great three direct links ''.On the economic, after “Mini Three
Links”, the economics of kinmen is greatly impacted and overheated.The people of
area of kinmen reach the continent and is engaged in every activity, there are
overheated phenomena, as time passes. It is necessary to make up the joint defence
and organize and attack the crime and epidemic prevention works. Besides, for
security and peace, both sides can the effective a reach common understanding, in
order to guarantee people of area of kinmen''s security with the happiness of the shelf.
It is the good fortune of the people of two sides, can reach the goals of '' the great three
direct links '' as soon as possible.
