近年來由於世界環境保護潮流,國際間對產品環保規格有越來越多的要求。隨著歐盟有害物質限用指令 (RoHS) 於2006年7月1日正式生效,目前各家電子廠商多已在零件與材料採購過程中,以要求供應鏈廠商提供符合RoHS指令的零件樣品的測試報告或藉由供應廠商、材質成分說明或是自我宣告保證書來達成舉證,進而希望能生產出符合指令要求的產品。這樣的作法有很大的潛藏風險。因為所有的罰則是以正式產品抽驗為依據,而樣品報告具有時效性以及與實際生產是否對等於產品實際成份上有效難以確認。而符合RoHS指令的宣告,除前述書面證明文件外,如能搭配流程及管理系統之有效運作則更相得益彰。

本研究目的從個案公司觸控面板廠推行的過程遇到的異常問題,提出改善方案,協助通過綠色產品管理系統的驗證,提升公司競爭力為最後目標及總結個案公司推動的經驗,提供欲推行綠色產品管理系統之觸控面板廠做為實施之參考依據。

本研究發現驗證成功最重要因素為高階主管的決心和支持以及員工全體共識,系統驗證通過後,應落實與維持,結合多重品管工具,持續改善,尋找適當的輔導機構及專家可加速系統推行及落實。
In recent years as a result of the world environment protection tidal current, internationally had more and more requests to the product environmental protection specification. Limits along with the European Union deleterious substance with instruction (RoHS) becomes effective officially in July 1, 2006, at present various electronic factory business many already in components and in acquisition of material process, requests the supply chain manufacturer to provide conforms to the RoHS instruction components sample test report or because of the supply manufacturer, the material quality ingredient explains perhaps the self-announcement written guarantee achieves presents evidence. Then the hope can produce conforms to the instruction request product. Such method has in a big way hides the risk. Because all penal regulations are take the official product spot check as the bases, but the sample reported that has the effectiveness as well as with actual produces whether effective to confirm with difficulty coordinatedly in the product actual ingredient. But conforms to RoHS the instruction announcement, besides fore-mentioned written certified copy. If it can match the flow and the management system management system the effective operation complements each other.

This research goal touches from the case company controls the unusual question which kneading board factory carrying out the process meets, proposes the improvement plan, assists through the green product management system''s confirmation, the promotion company competitive power the experience which impels for the final target and the summary case company, provides wants to carry out the green product management system to touch controls the kneading board factory to do of reference for the implementation.

This research discovery confirms the successful most important attribute for the higher order manager''s determination and the support as well as the staff all mutual recognition, the system confirmation, should carry out with maintains, the union multiple tube tools, improve continually, seek for the suitable counseling organization and the expert may the accelerating system carry out and carry out.
