本文建立一完全涵蓋市場之雙佔模型，分析廠商和消費者行為如何受到最低品質標準影響，進而討論政府是否可透過最低品質標準來提升社會福利。

結果發現:模型中邊際消費者的購買決策將不受商品價格與品質水準影響，因此設定最低品質標準後，消費者對高、低品質商品需求不變;再者，高品質廠商在面對低品質廠商提升品質時將保值原有水準，所以廠商間隨著品質差異的拉近，彼此的價格競爭趨於激烈，商品價格將會因此而下降。綜合以上可知，最低品質標準的設定將使高品質消費者因低價獲利、低品質消費者因品質提升與價格降低獲利;相對的，廠商卻因此受害。然而當消費者利得會大過生產著所受損害時，最低品質限制政策即可提升社會福利。

此外，若以消費者偏好角度與社會福利關係來看，發現:當消費者彼此之間的差異性擴大時，政府所能訂定的品質標準會愈高，但最低品質標準政策所能使社會福利提升的幅度會越有限。再者，當固定消費者差異程度時，最低品質標準限制政策對不同經濟體的社會福利提升幅度相同。
